Job Description: To provide a leadership role PreK-12 teachers and administrators in improving instruction and academic achievement of Multilingual Learners (ML).

Qualifications:
  • Master's Degree in school administration, supervision, or educational leadership. A candidate with a master's degree in another area may be considered if they possess a minimum of 12 semester hours of coursework in school administration.
  • A minimum of five (5) to ten (10) years of successful teaching, administration, or equivalent school related professional experience at the K-12 level. Achievement of tenure is desirable.
  • For candidates who are not currently employed as a school administrator in an instructional program in the state of Michigan, they must possess a valid Michigan school administrator's certificate issued under section 1536 or must commit to enroll in a program leading to certification as a school administrator under section 1536 not later than six (6) months after he/she begins the employment. Requirements must be met in a three (3) year period
  • Valid State of Michigan Master's Degree in Education with academic preparation in ML, prefer TESOL Endorsement
  • Valid State of Michigan Teaching Certificate in elementary or secondary
  • Valid State of Michigan Administrative Certificate or twelve to twenty hours of administrative course work
  • Demonstrated experience working with adults and different ethnic groups, such as those found in the Hamtramck Community
  • Evidence of leadership on school and district teams that has resulted in improvements in teaching and learning
  • Proven ability to work in a collaborative culture
  • Experience in successfully using data to guide instructional change that results in significant improvement in student achievement

Performance Responsibilities:
  • Assists principals in the development and implementation of a strong program for MLs in their buildings.
  • Assists in the evaluation process involving Multilingual Learner staff.
  • Assists principals in scheduling for ML staff and students.
  • Plan and conduct appropriate staff development pertaining to ML groups.
  • Plan curriculum for ML students that align to WIDA and the Common Core standards.
  • Help implement ML innovative programs.
  • Provide the infrastructure for assessment and alternative assessment of ML students (materials needs, training and scheduling).
  • Plan and conduct a summer school program for MLs.
  • Oversee the Parent Engagement Program.
  • Oversee the Wayne State University and HPS Cohort, build and sustain partnerships with various universities to support educators pursue their ESL Endorsements or Professional development in best practices to support the growing ML's needs.
  • Assist in submitting required reports on program activities for state and federal agencies.
  • Provide a leadership role in the development and management of federal grants related to ML students.
  • Provide a leadership role in the planning and delivery of appropriate instruction for ML students.
  • Plan and conduct in-service for all staff involved in ML education.
  • Provide a leadership role in screening, hiring, assigning and evaluating program staff (teachers, paraprofessionals, secretaries, etc).
  • Develops an EL parent program that will increase ML parent and family involvement in HPS.
  • Provide leadership ensuring that ML staff engages in professional learning focused on instructional programs, curriculum, assessment, and strategies that will increase student achievement.
  • Implement common systems for identifying MLs (including processes for gathering information from previous schools).
  • Teach each those systems to appropriate school staff, and ensure the systems are implemented with fidelity.
  • Support schools with identification, placement, and annual progress monitoring of MLs. Provide support with annual assessments including placement and annual language proficiency assessments.
  • Assist in data collection and analysis to monitor Multilingual Learning programming and student academic success during and after receiving Multilingual Learning services. Ensure school testing coordinators are utilizing data to inform instruction, group students, and target skills and strategies for instruction.

  • Develop, design, and adjust curriculum resources and tools that assist content teachers in supporting student mastery of content-specific standards.
  • Collaborate with other district departments to increase knowledge of effective Multilingual Learner practices in all content area instruction and intervention by meeting in small groups, one-on-one consultation, and professional development.
  • Provide leadership in the development of Multilingual Learner programming and scaffolded content instruction through data analysis of Multilingual Learner performance and knowledge of current Multilingual Learner research.
  • Oversee and support Multilingual Learner instruction (push-in and pull-out) for English Learners in all grade levels
  • Collaborate with school Multilingual Learning testing coordinators to support students through a variety of strategies, including co-teaching and pushing into classrooms. Help Multilingual Learning testing coordinators plan units and lessons to meet the needs of individual students and groups.
  • Develop and facilitate ongoing, differentiated professional development for Multilingual Learning practitioners, general education teachers, administrators, and special service providers regarding best practices in English language development, scaffolded instruction, district initiatives, and assessment (WIDA).
  • Serve as a resource to Administration (e.g. new teacher and substitute orientation, instructional process, classroom management, curriculum, etc.) for the purpose of providing support, guidance and mentoring when requested based on their knowledge and experience to maintain a high level of competency.
  • Respond to teacher, school, parent, and community needs including informal requests regarding policies, procedures, and programming for ML students.
  • Identify program needs (e.g. instructional materials and equipment, etc.) for the purpose of providing input that will enhance the ML program. Research the selection of Multilingual Learning instructional materials along with school leadership and the district instructional leaders, contribute to the process for adopting instructional materials.
  • Collaborate with Special Populations departments to ensure equitable programming and continued academic progress for MLs with specialized learning needs.
  • Collaborate with district Student Advocates and school leaders to assure that MLs receive appropriate accommodations on district and state assessments.
  • Conduct program reviews, develop new programs and/or courses, revise and implement curriculum frameworks as needed to align with National and State Framework.
  • Maintain and develop professional skills and knowledge of Multilingual Learner issues and techniques by attending district meetings, conferences, researching, networking, reading, and through continuing education.
  • Support the current efforts for the Religious Diversity Journey Program, Welcoming Hamtramck Families Event, Henry Ford Engineering Competition, and support the ML Youth Voice and Engagement Committee at the secondary level.
  • Chair District Multilingual Learner Advisory Committee.
  • Perform all other duties, as assigned.


Salary: In accordance with the Hamtramck Administrators' Association Contract
