The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

The Program Manager, under the direction of the Executive Director, and with latitude for the exercise of independent judgment, is responsible for the day-to-day operation and control of the centralized fair hearing processes within the Fair Hearing Tracking Monitoring and Review unit (FHTMRU). FHTMRU is a subsidiary unit of the Office of Legal Affairs (OLA)'s Fair Hearing Administration and contains several components responsible for the Centralized Fair Hearing Aid-To-Continue Process, the Centralized Fair Hearing Default and Withdrawal Processes, the Fair Hearing Resolution Process, Advocate Inquiries, and HASA Fair Hearing Compliance and Tracking.

The Office of Legal Affairs /Fair Hearing Division (OLA/FHD) is recruiting for one Administrative Benefits Opportunity Specialist Level NM I to function as Program Manager in Fair Hearing Tracking, Monitoring and Review Unit who will:

-Direct and oversee the day-to-day operations of the centralized fair hearing processes within the Fair Hearing Tracking Monitoring & Review Unit by establishing and maintaining the qualitative and quantitative standards of each Unit's activities. Coordinate the work of units within FHTMRU. In conjunction with the Executive Director of Fair Hearing, sets the goals and objectives for the processes of the Fair Hearing Tracking Monitoring & Review Unit interpreting policies and procedures to ensure accountability and efficient service delivery.

-Review existing and proposed procedures and policies relating to Fair Hearing central processes to ensure their accuracy. Identify special operational problems and develops solutions in consultation with the Executive Director that would positively impact FHTMRU operations.

-Coordinate management audits, studie and reports generated by the Fair Hearing Tracking Monitoring and Review Unit. Prepare recommendation to the Executive Director of the Fair Hearing Tracking Monitoring and Review Unit. Develop operational guidelines, reporting mechanisms and monitoring tools to ensure and maintain timeliness and accuracy within their unit's processes.

-Participate in meetings with HRA and FIA management and operations staff to provide information and direction on Fair Hearing processes and outcomes. May represent the Executive Director in this capacity.

Qualifications

Qualification Requirements

1. A baccalaureate degree from an accredited college or university, plus four years of satisfactory full-time experience performing work related to providing employment related services or economic support services to persons in need, at least eighteen months of this experience must have been in a supervisory or managerial capacity; or

2. A four-year high school diploma or its educational equivalent and eight years of full-time experience equivalent to "1" above; at least eighteen months of this experience must have been in a supervisory or managerial capacity; or

3. Education and/or experience equivalent to "1" or "2" above. College credits from an accredited college or university may be substituted for experience on the basis of 30 semester credits for one year; year of work experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least eighteen months of experience must have been in a supervisory or managerial capacity as described in "1" above.
