Job Summary:

Diné Source is seeking a Portfolio Specialist to provide capability portfolio management and subject matter expertise (SME) in Intelligence capability development for the Intelligence - Capabilities Development and Integration Directorate (I-CDID), Futures and Concepts Center (FCC), Army Futures Command (AFC). Assists I-CDID with aligning the investments, divestments, requirements, interoperability, designs, and acquisitions of related capabilities across the DoD via enterprise portfolios to optimize operational mission capabilities across operating domains. Ensure that Army senior leadership makes informed critical joint decisions, incentivizes program managers, aligns funding across program elements, and realizes the increased warfighting benefits of enterprise integrated capability portfolio maturation across the short, mid, and long terms.

Job Duties and Responsibilities:

Ensures investments and acquisitions are aligned to strategic priorities and mission outcomes.
    • Identifies and prioritizes capability gaps for potential Army Intelligence investment.
    • Analyzes, identifies, and prioritizes Army requirements for future Intelligence capability solutions within the force development process.
    • Identifies and aligns inter and intra portfolio: warfighting dependencies; technical and programmatic dependencies; and programming and budgeting dependencies.
    • Assists shaping science and technology (S&T) research for future portfolio capabilities.
    • Plans, schedules, and provides SME participation in discussions, forums, working groups, exercises, and warfighters.
    • Identifies critical issues for resolution at senior governance forums.
    • Provides written and oral presentations of key DoD and Army modernization initiatives and efforts to senior leaders.
    • Provide support to DOTMLPF-P reviews, management, and integration of Intelligence capabilities across the Army, and the development of modernization planning related to broad spectrum Intelligence modernization.
    • Produce studies, assessments, information papers, executive summaries, concepts, strategies, and briefings to support Army Senior Leader decision making, as required.
    • Assists with various projects related to staff professional development and synchronization.
    • Supports I-CDID operations activities to ensure quality and timeliness in various activities.


Job Requirements (Education/Skills/Experience):

  • Key Qualifications:
    • S. Citizen with active Top Secret security clearance.
    • Bachelor's degree in business administration or a related field, or equivalent experience. (Equivalent experience includes 8+ years in business or upper management and operations.)
    • Excellent problem-solving skills and the ability to work independently or collaboratively on complex projects.
    • Strong communication and interpersonal skills to effectively convey insights and recommendations to stakeholders.
    • Experience preparing and delivering oral briefings to senior-level policy and decision makers.
    • Proficient in Microsoft Office software, especially MS Word, MS Excel, and MS PowerPoint.

    Preferred Qualifications:
    • Possess an enterprise-level understanding of Army processes and battle rhythms, Intelligence processes, force structure, modernization strategies, and I-CDID roles and responsibilities for future capability development.
    • Master's degree in business administration or a related field.
    • 10+ years in business or upper management and operations.
    • Strong analytical and problem-solving skills, with the ability to think strategically and develop creative solutions to complex challenges.
    • Excellent communications skill (written and oral) and interpersonal skills.
    • Superior organizational skills, attention to detail, and ability to prioritize and manage multiple tasks.
