Our customer, The U.S. Department of Justice Office of Administration's Acquisition Management Division (AMD), is seeking expertise to provide the personnel and services necessary to perform total life cycle acquisition support services in accordance with the Federal Acquisition Regulation, Justice Acquisition Regulation, and DOJ and AMD policies and guidelines in support of OJPs mission. The scope of work performed under this contract may be for various pre-award, award, and post-award contract actions. The contractor will also be tasked with supporting AMD's procurement policy, compliance, and systems branch, including contract file reviews and acquisition training sessions for OJP Contracting Officer Representatives and OJP Contract Specialists.

Location: OJP Headquarters is currently located at 999 N. Capitols Street NE, Washington, DC, 20002. At a minimum, contractor staff will report to the office twice a week.

Minimum qualifications:
  • Bachelor's degree in business or related field
  • Minimum of 4 years of Federal acquisition experience

Position Overview:

The Contract Specialist will provide comprehensive acquisition lifecycle support, procurement analyst support, procurement technician services, and contract closeout support to the Acquisition Management Division (AMD). The role involves drafting pre-award and post-award documentation, contract administration, policy development, procurement management reviews, and administrative support.

Key Responsibilities:
  1. Full Acquisition Lifecycle Support Services:
    • Assist AMD staff in drafting pre-award and post-award documentation for Contracting Officer (CO) review and approval.
    • Provide contract administration support from award to contract completion, including modifications, payment processing, and dispute resolution.
    • Conduct research and provide guidance on acquisition lifecycle processes.
    • Prepare and review procurement packages, work statements, and justifications for accuracy and completeness.
      • Verify funding availability.
      • Draft solicitations with appropriate provisions, terms and conditions, offeror instructions, and evaluation criteria for CO review and approval.
      • Prepare source selection documents and supporting files for CO approval.
      • Review and prepare contract closeout documents.
      • Revise and develop new acquisition policy guidance in accordance with FAR, JAR, and AMD local policies.
        • Interpret regulations into actionable plans.
          • Conducted procurement management reviews and developed acquisition training programs.
            • Review contract files and create/revise acquisition forms and templates.


  • Perform administrative tasks in support of the Operations Branch or Policy Branch.
  • Maintain multiple work logs and data call trackers.
  • Prepare letters, memos, documents, and reports.
    • Perform basic post-award administration actions, including modifications, option exercises, and cancellations.
      • Assist with the review of incoming procurement packages for completeness.
    • Analyze and reconcile contract and accounting obligation and payment documentation.
    • Run financial system reports.
    • Prepare contractor Release of Claims documentation.
    • Prepare contract modifications and supporting documentation.
    • Prepare correspondence for COR and contractor review and signature.
    • Create and maintain contract files (e-file and UFMS file).
    • Respond to COR and contractor questions related to contract closeout.
    • Consolidate contract closeout staff weekly reports for COR.
    • Perform administrative tasks in support of the Operations Branch or Policy Branch.
    • Maintain multiple work logs and data call trackers.
      • Prepare letters, memos, documents, and reports.
        • Perform basic post-award administration actions, including modifications, option exercises, and cancellations.
          • Assist with the review of incoming procurement packages for completeness.

Qualifications:
  • In-depth knowledge of FAR, JAR, and other relevant regulations.
  • Strong analytical and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Proficiency in MS Office Suite, particularly MS Word, Excel, and PowerPoint.
    • Ability to manage multiple tasks and meet deadlines.
    • Strong attention to detail and organizational skills.
