The Senior Project Officer plans and manages the implementation of assigned capital and operational maintenance (O&M) projects for Tli?cho Government infrastructure.
Scope
The Senior Project Officer is responsible for delivering small to large capital and O&M projects. The Senior Project Officer consults with various stakeholders on project designs, oversees energy-related projects, and ensures compliance with regulatory authorities. The position engages with community organizations, ensures local and northern project involvement, and manages project budgets.
Duties and Responsibilities: Under the direction of the Director of Infrastructure, the Senior Project Officer:
Leads project planning and ensures excellent client services by:
Managing and liaising with facility planners to develop project briefs that include technical scope, schedule, budget, and cash flows.
Participating in the capital planning process by preparing documentation and providing technical and project management advice.
Coordinating and consulting with communities, user groups, local development corporations, and other stakeholders and developing plans to help maximize local/northern involvement, training, and business development opportunities associated with projects.
Planning project implementation strategies to align with the Tli?cho? Infrastructure Plan.
Oversees project design management by:
Preparing terms of reference for architectural, engineering, and design consultants.
Managing the call for and award of contracts for project consultants.
Administering consultant preparation of detailed design drawings and construction tender documents.
Obtaining client, community, technical, and regulatory approvals throughout the design stage.
Reviewing and recommending the approval of change orders.
Reviewing and recommending invoices for final approval and payment.
Recommending scope of services for architectural firms.
Oversees construction management activities by:
Managing the tender and award of construction contracts including pre-construction activities and addressing outstanding technical and regulatory issues.
Overseeing construction contracts, verifying and approving payments, resolving technical and financial issues, and justifying change orders.
Issuing project completion certificates and reviewing O&M manuals and as-built drawings for completeness and accuracy.
Creating and reviewing all change orders to recommend for approval from the Director of Infrastructure or Tli?cho? Executive Officer.
Providing advice on alternative solutions to design, construction, or maintenance problems.
Participating in special projects, such as revisions to technical standards, guidelines, or policy.
Collaborating with the Asset Manager to ensure accurate GIS updates while preparing and organizing documents for the records system.
Conducting regular site inspections of all the projects and providing monthly updates to the Director of Infrastructure.
Provides project oversight and compliance by:
Identifying opportunities to achieve Tli?cho Government policy objectives throughout project planning and implementation.
Ensuring consultant and contractor compliance with building codes and Tli?cho Government technical standards and guidelines.
Providing technical advice and assistance to clients, communities, consultants, contractors, and local suppliers.
Providing updates to the Director of Infrastructure and preparing information for briefing notes, presentations, and infrastructure projects.
Supervises division staff by:
Providing oversight and supervision.
Education and Skills: The Senior Project Officer is expected to have the following educational background, work experience, and skills:
Bachelor of Engineering in Civil Engineering or Bachelor of Science in Architecture with two years of project management experience and several years of related experience.
Experience in project management processes in a northern environment, including project planning, scheduling, budgeting, financial control, contracting, supervision of professional consultants and contractors, and inspections.
Project Management Professional (PMP) certification, LEED Certification, and knowledge of Hazardous Materials and the regulations are preferred.
Excellent verbal and written communication skills and negotiation skills are essential for managing complex projects and dealing with stakeholders, consultants, and contractors.
Strong time management and problem-solving skills with the ability to work in a high-stress, multi-tasking environment with tight deadlines.
Proficiency in CAD, word processing, spreadsheets, project management, and financial management systems.
High degree of tact, diplomacy, and experience working in a cross-cultural environment.
Familiarity with the Tli?cho language, culture, and way of life is preferred.
