Your Role:
Tetra Tech Inc. is currently seeking a motivated and independent Floodplain Management Planner. This professional will have the potential opportunity to be a part of Tetra Tech's growing national mitigation and resilience practice. With a strong understanding of community resilience, hazard mitigation, risk assessment, decision support tools, risk communication, and stakeholder engagement, this professional will manage staff to develop high-quality deliverables through project management, achieve client satisfaction, and grow the practice through new and repeat clients.
Our division supports delivering technical assistance to FEMA's National Flood Insurance Program, jurisdictional floodplain management support services, building code and FEMA Community Rating System (CRS) technical services. Some of the areas where this support will be focused is on technical writing and plan development, but not limited:
•Demonstrates strong technical writing skills to support hazard mitigation plans, floodplain management plans, repetitive loss area analysis reports, substantial damage management plans, and more.
•Experience with construction certificates such as elevation certificates.
•Review local plans, ordinances, policies, and manage large data sets.
•Delivery of the customer experience for new CRS program applications, cycle verifications, modifications, and recertifications.
•Research and review community recertification documents for participating CRS communities.
•Track verification steps to ensure accountability and efficient handling of community documentation and institute verification quality control measures.
•Identify potential clerical, compliance, FIRM, and elevation-related issues, ensuring compliance with NFIP minimum standards.
•Evaluate new credit opportunities annually to communicate with participants about the potential for increased NFIP premium discounts.
•Support CRS-specific courses, webinars, and workshops locally and nationwide. Support public outreach, facilitate meetings, capacity-building activities and community engagement.
•Support program management data analysis and stakeholder communication.
•Strong team player displaying enthusiasm and a true commitment to personal and team growth and development.
•Must be highly motivated, customer-focused, work well in a team environment, and have strong communication skills. Ability to successfully support complex and time sensitive projects, manage time and client requests and resolve issues in a timely and high-quality manner.
•This position required strong organization and people skills to interact with stakeholders and able to handle multiple projects nationwide.
•Possess, experience with FEMA floodplain management activities and programs. Knowledgeable in the National Flood Insurance Program, Flood Insurance Rate Maps, Community Rating System. Building codes and current construction procedures/technology are a plus.
•Expertise in Microsoft 365 tools, GIS for enhanced Elevation Certificate reviews, and Flood Insurance Rate Maps (FIRM).
•Knowledge of FEMA's CRS programs, planning and process management, and ability to work with partners to effectively manage projects.
•Experience in training stakeholders and providing technical assistance in implementing credited flood protection activities.
•Conduct activities in line with internal procedures, legislation, and industry standards.
•Pursue continuous professional development and maintain a high degree of discipline knowledge and awareness.
•Work in a safe manner at all times and report all health and safety incidents and concerns.
•Additional duties as required.
Qualifications:
•1-2 years of experience with relevant Professional Registration (Certified Floodplain Manager, or similar).
•Certified Floodplain Manager certification maintained or acquired within 6 months of hire.
•ICC credentials are a plus.
•Experience in the National Flood Insurance Program, Community Rating System program, and local floodplain management and/or building code enforcement.
•Experience in project management, mitigation, and outreach communications in developing improved program planning processes necessary to support multi-year planning projects.
•Willingness and ability to travel as needed, approximately 25 %.
