Primary Purpose:


  • The primary purpose of the role is to support the growth strategies of Arbutus College by increasing the volume, quality, and diversity of student applications and enrollments in line with targets from the Manager’s assigned markets or regions of responsibility.
  • To achieve targets, this role works closely with the College Director, Admissions, Finance, Marketing, and Recruitment/Conversion teams to ensure quality outcomes that meet the objectives of Arbutus.
  • This role is responsible for account management of assigned recruitment agencies, as well as conducted business development with high potential new agents to increase productivity in recruiting “right-fit” students.
  • Ensuring that students receive proper information related to IRCC requirements to study in Canada as applicable to IRCC policies.


Key Responsibilities & Accountabilities:


Key Responsibilities of this role include:

  • Supporting international students and fostering academic program opportunities at Arbutus College is a key focus.
  • Interpret and adhere to the Immigration and Refugee Protection Act (IRPA), Immigration and Refugee Protection Regulations (IRPR), Immigration, Refugee and Citizenship Canada (IRCC) Program Delivery Instructions (PDIs), Operational Bulletins, policies of the College of Immigration and Citizenship Consultants (CICC), Codes of Ethics, privacy legislation, and other relevant guidelines. Ensure the proper maintenance and updating of student records in accordance with CICC and policies applicable to Arbutus College. Guide international students under RISIA mandates.
  • Maintain and deepen relationships with current Arbutus recruitment agents within region(s) of responsibility.
  • Develop and build the number of active agents and new high-potential agents for Arbutus.
  • Provide ongoing and consistent agent support through regular communication, training, product information,
  • and relevant Arbutus promotions.
  • Research, analyse and recommend new agency agreements for contracting.
  • Responsible for pipeline management and conversion of applicants through ongoing support and engagement, working in close collaboration with the Arbutus Conversion team.
  • Providing guidance to prospective students by discussing Arbutus programs that align with their academic objectives and overall personal goals.
  • Monitor agent and student feedback and report to management to assist product and service development.
  • Research and provide recommendations for annual Agent Recruitment Plans (ARP) and marketing activities.
  • Organize participation in agent, government, partner events and Arbutus-focused promotional events, including seminars, interview sessions, and exhibitions which align with business needs.
  • Attend and represent Arbutus at industry networking functions.
  • Maintain up-to-date knowledge of, and relationships where relevant, with in-market governmental organizations,
  • including embassies, trade commissions, and visa offices.
  • Research and identify new institutions with potential to pathway into Arbutus for recommendation to campus management.
  • Initiate and maintain active relationships with partner and pathway institutes.
  • Provide student counselling to incoming and recruited students as required, such as connecting the students with specialized departments at Arbutus College.
  • Gather feedback on market conditions including competitors, industry trends and opportunities for
  • Arbutus to inform marketing strategy and to increase recruitment opportunities.
  • Ensure that the marketing and promotion to prospective international students includes clear, sufficient, and
  • accurate information enabling students to make informed choices about the services provided and information is approved by Campus leadership per the obligations under the EQA requirements and regulatory standards.
  • Through ongoing quality assurance reviews with campus leadership, ensure any agent or recruiter engaged in
  • advertising, admissions or recruitment activities on behalf of the institution make available and communicate current and accurate information regarding the institution’s quality assurance requirements, admission policies,
  • language proficiency requirements, credential assessment, programs and instruction and courses, services,
  • tuition, refund policies, terms, grading and academic standing policies, and operating policies.


This role is required to work on-campus (in-person) 4 days per week , except when visiting local agency offices in the Vancouver area or performing international recruitment travel to offshore markets.

This role will be expected to travel internationally 4-6 times per year , with the typical recruitment trip lasting 10-15 days.

  • Regardless of work location key targets, tasks, goals and projects must be delivered in accordance with position description and area or entity OGSM (Objective, Goals, Strategies and Measures).


Key Performance Indicators:

  • • Number, type, and quality of recruitment activities undertaken.
  • • Year over year increase in application generation, paid acceptances, and new student enrolments from region(s)
  • of responsibility.
  • • Agent productivity increases.
  • • Number of new high-potential new agencies onboarded.


Agent Network & Territory:

  • The recruitment territory is approximately 50% of the onshore (Canada-based) agencies as well as all offshore agencies based in East Asia (especially Korea and Japan) and Europe (especially Eastern Europe).
  • Arbutus also enrolls significant numbers of students from Latin America and Southeast Asia, so expertise in these areas is advantageous.
  • This position will also be responsible for immediate follow-up with all direct apply (B2C) inquiries from applicants who are not applying via an agency.

Qualifications, Experience & Technical Skills:


Relevant Diploma/ Degree in Business or Marketing

A proven track record of success achieving targets through non-exclusive channel sales (essential)

Demonstrated successful recruitment experience in education or similar service industry (essential)

Existing networks of education recruitment agencies and feeder institutions (preferred)

Highly driven, self-motivated performer with demonstrated capacity to meet and exceed targets.

High level communication and interpersonal skills

Well-developed ability to initiate and manage business relationships across culture.

Ability to undertake frequent local and international travel if required.

Ability to work remotely and independently and to achieve sales under this modality.

Language abilities suitable for region(s) of responsibility.
