Provides WIC program leadership and direction through coordination and consultation to the multidisciplinary staff in all counties within the Region. Assists with planning, interpreting, implementing, and evaluating WIC policies and procedures for the Region. "Headquarters is Negotiable"
Program Management and Supervision: Assists the WIC Program Manager with the development, implementation, coordination, and evaluation of short and long-range program goals.
Is knowledgeable of current WIC regulations, policies, and procedures, and assures these are implemented within specified time frames in clinic sites. Interprets current policy and procedures to regional and county personnel.
Disseminates program information to staff. Provides on-going communication and coordination with other departments and disciplines. Assures that all information provided to anyone regarding WIC is accurate and reflects current policy and procedures.
Builds appointment schedules in SCWIC. Build templates to define the resources that are available for appointments. Setup new users in SCWIC and assign clinic roles. Close and open clinics as requested by supervisors.
Assists with coordinating the integration of WIC services into all sites. Assists with monthly caseload monitoring and provides analysis and recommendations for achieving regional and county target and meeting the unmet need.
Orders bulk supplies for issuance to sites and ensures security of supplies.
Evaluates the proper security procedures of documentation, receipts, supplies and post office boxes in the local sites. Assures clinic sites are in compliance with Motor Voter Act. Serves as regional coordinator for assuring that all counties have the annual Civil Rights Training available for all WIC staff.
Maintains high visibility level in all counties. Confers with Central Office when necessary.
On a rotation basis, attends the regularly scheduled staff, county and supervisory meetings. Attends the regularly scheduled Regional WIC Program Manager's Meetings. Provides oversight and direction of Regional Mobile WIC Services including maintaining MOA's, scheduling, utilization and quality improvement functions.
Assists with developing community offsite WIC services including hospitals, HeadStart, and other approved community locations. Functions as the lead contact liaison between the WIC Program and WIC Mobile Unit off site locations. Supervises two WIC SOW Staff members.
Staff Development/Orientation: Serves as the Administrative resource consultant to staff. Assures orientation of new Administrative Support staff and assists in maintaining the competency of Administrative Support staff with current policy and procedures.
Participates in new staff orientation regarding WIC policies and procedures, and assures that orientation is provided in certification, nutrition education, outreach, food delivery, civil rights, and fair hearing.
Participates in planning, developing, implementation and evaluating staff development.
Attends training and in-service sessions to maintain current programmatic policy and procedures and technological information.
Quality Assurance/CQI/Performance Management: Is responsible for monitoring identified clinic sites and assessing that local procedures are meeting the Management Evaluation sections of Administrative Policy Section. Provides a written report and follow up to the WIC Program Manager and to local staff.
Researches solutions to problems; conducts quality assurance evaluations.
Thorough working knowledge of SCWIC.
Participates in the observation of administrative staff and/or provides input into the staff performance.
Evaluates the impact of new policies, recommendations and guidelines from a State and Local level.
Periodically assesses the appointing of participant encounters with a systematic approach.
Works with Clinic staff to assure that adequate clinic appointments are available to meet WIC processing standards.
Reviews, evaluates, and reports on the progress of targeted program areas when necessary and make recommendations accordingly to assure clinic flow efficiency.
Outreach/Customer Service: Collaborates with the interdisciplinary staff and community partners to support the public health mission.
Uses data analysis to help determine if the community needs are being met.
Coordinates with the community to enhance utilization of services.
Assists in the implementation of new policies/recommendations/guidelines in conjunction with county and district staff to enhance the quality of service delivery.
Assists with coordination, implementation, and evaluation of the WIC Farmers Market Nutrition Program.
Compiles and submits quarterly reports according to policy.
Investigates, resolves, provides follow-up, and reports internal and external customer service complaints according to policy.

Minimum and Additional Requirements State Minimum Requirements: A high school diploma or GED and relevant program experience.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation. Agency Additional Requirements: Bachelor's Degree and two (2) years administrative management or professional experience; an associate's degree and five (5) years' experience in administrative, management or professional experience; or a high school diploma or GED and six (6) years of administrative, management or professional experience. Educational equivalency must be approved by Office of Human Resources.
Ability to exercise judgement and discretion in applying agency and program policies and procedures. Ability to deal effectively with the public in disseminating and obtaining information. Ability to interpret, plan, implement, and evaluate program policies and procedures. Knowledge of WIC program policies and procedures. Excellent customer relations and positive public image are absolute. Ability to communicate effectively, orally and in written form. Considerable knowledge of computer software and applications. Ability to compile and evaluate data for program effectiveness.
May be required to use personal vehicle. May be required to work evenings (after 5pm) or early hours (before 8:30am) and/or Saturday clinics. Work may require travel to other sites within region. Periodic overnight travel may be required. Must be able to lift up to (30) pounds and able to sit or stand for long periods of time. Some bending, reaching, stooping and pulling. All employees in accordance with the State's Disaster Plan, which includes hazardous weather, DPH employees may be required to work in times of an emergency or disaster.
Preferred Qualifications 1 year of WIC Program Experience and knowledge of WIC Program Policies and Procedures is preferred.
Additional Comments Immunization : All new employees who are healthcare providers are required to provide documentation of immunity or be immunized against Measles, Mumps, Rubella, Pertussis, Varicella, and Hepatitis B prior to beginning employment.
State Disaster Plan : In accordance with the State's Disaster Plan, which includes hazardous weather, DPH employees may be required to work in times of an emergency or disaster.
