Job Description
Role: Consultative Services - Rhapsody Development and Support
Location: 570 East Woodrow Wilson Avenue - Jackson, MS - Onsite
Contract Role
Required Skills/Experience:
  1. Contractor must have a minimum of five years of experience working with the Rhapsody integration engine in State Department of Health agencies and/or public entities to include Rhapsody architectural design, Rhapsody software development, and project management.
  2. Contractor must have a minimum of three years of experience implementing HL7 2.X data interfaces complying with CDC / CMS Promoting Interoperability standards, HL7 CDA Clinical Document Architecture (CDA) eICR standards, and Electronic Test Orders and Results (ETOR) standards and operations.
  3. Contractor will be responsible for ensuring that the Rhapsody enhancements adequately address compliance with all applicable Federal and State regulations in effect at the time of implementation.
The end-product(s) of the Contractor's efforts will be:
  1. In collaboration with OHIT and other Rhapsody uses (MSPHL, Vital Stats, OCD, Lead, etc) and using the CDC Rhapsody Assessment as a guide, develop and implement (utilizing the contractor's resources) a plan for Rhapsody architecture and coding updates and enhancements
  2. In collaboration with OHIT and OCD, develop and implement a Rhapsody resource plan and support plan for supporting OCD program-level interoperability efforts
  3. Provide Rhapsody architecture and coding services to implement required changes to stabilize the existing instance of Rhapsody
  4. Project management and oversight of all efforts above
Education: Bachelor's Degree
Description of the job functions the contractor will be expected to perform:
  1. Data, Operations and Research are seeking a Contractor with demonstrable knowledge and experience in working with
  2. the Rhapsody platform, developing Rhapsody software solutions, and implementing public health HL7 specification(s).
  3. To support MSDH's on-going data interoperability obligations (Promoting Interoperability, Data Modernization,
  4. Mississippi State Public Health Laboratory operations, Vital Statistics, etc), the contractor will work closely with key
  5. MSDH OHIT and program staff to develop and implement plans and processes to strengthen, expand and formalize
  6. Rhapsody's capacity, capabilities and customer support.
  7. Identify and Develop a plan to implement CDC recommended changes to the existing Rhapsody environment.
  8. Draft MSDH Rhapsody Resource Plans (long and short term).
  9. Development of Rhapsody architectural and coding standards.
  10. Conversion of existing architecture, code to new standards.
