Serco is excited to continue our support to the F-35 Joint Strike Fighter Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment.

This position is contingent upon your ability to maintain/transfer your DoD Secret clearance.

Our Senior Program Manager (Block 4), located in Crystal City, Arlington, VA, provides senior-level program management support to the F-35 Air Vehicle (AV) Mission Systems (MS) Program Management Office (PMO) and directly supports the the AV MS PMO Block 4 ACAT 1D Sub Program within the overall F-35 ACAT 1D Program. This is a Hybrid/Telework position.

You will be part of a dynamic team of F-35 JPO Program Managers and Analysts who works closely with the customer and other key F-35 National Security and Allied stakeholders to deliver quality F-35 systems.

In this role, you will:
  • Provide senior-level program management support to the F-35 JPO AV MS PMO to create and manage a new ACAT 1D subprogram for F-35 Block 4 which will be within the overall F-35 ACAT 1D program.
  • Be responsible for providing senior-level program management support for the management and execution of the F-35 program. Specifically, providing assistance and support through continuous and meticulous orchestration and coordination efforts, enabling the most effective performance of the program control and program operations duties.
  • Ensure that all forms of information are optimally and completely prepared and presented to AV Mission Systems PMO program strategy formulation, analysis and decision making, often within significant time constraints.
  • Support and ensure the results of strategy formulation and decisions are communicated appropriately both internal and external to the office, providing follow up to assure that intended messages and actions are understood.
  • Perform critical program management, technical, or business analysis of major DoD acquisition systems and provides recommendations to ensure program success. Provides program analysis support for all aspects of the program.
  • Collect, complete, organize, and interpret technical data and financial information relating to aircraft acquisition and product programs.
  • Track program/project status, costs, technical performance, contract performance, schedules, and risks. This includes integration with AV Mission Systems PMO, Enterprise Teams, and PMOs.
  • Be responsible for assisting in the coordination efforts regarding programmatic, technical, and sustainment areas, including taskers and inquiries from the GAO, OSD, the services, program management, systems engineering, and other stakeholders.
  • Be expected to be extremely well informed and conduct a high level of dialogue and decorum that employs a diplomatic and professional communication and interaction style that carries with it the accountability and significant weight of speaking directly on behalf of and in support of the AV Mission Systems PMO.
  • Be able to provide clear and concise responses to respond to a variety of programmatic taskings and inquiries.

Qualifications

To be successful in this role, you will have:
  • An active DoD Secret clearance.
  • A Master's Degree in Science, Engineering, Business Management or related discipline
    • or a Bachelor's Degree plus 4 years additional work experience (14 years total) related to the Program Management labor category functional description.
  • The ability to provide on-site support at F-35 Joint Program Office (JPO) located in Crystal City, VA no less than 2-days per week, each week. Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager. (Your onsite days in JPO office including ad hoc meetings may increase to support the needs of the customer.)
  • At least ten (10) years' experience in program management, technical, or business analysis discipline, in weapon systems acquisition and life cycle management
  • Six (6) years out of 10 years of recent work experience related to analysis and planning.
  • At least three (3) years in support of a Major Defense Acquisition Program (MDAP).
  • Leadership experience in US Service-related military operations or defense acquisition program management related to weapons system acquisition, employment, and life cycle management.
  • Knowledge in DoD Instruction (DoDI) 5000.2 (Operation of the Defense Acquisition System), DoD Directive (DODD) 5530.03 (International Agreements), and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook
  • The ability to assist with task support of acquisitions, financial management, risk management, systems engineering, total ownership cost determination, acquisition coordination, and communications.
  • Demonstrated knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, and deployment of systems, subsystems, and equipment.
  • Demonstrated knowledge of the system equipment life-cycle phases and the documentation, analyses, and reviews associated with those phases.
  • The ability to travel 10%.
