The Stage 2 –Project Engineer will assist the Stage 2 Project Manager in the execution of the Stage 2 Construction Interface and Design Management (IDM) Project Agreement Work. The Stage 2 IDM objective is to provide design review and construction and commissioning oversight of the Stage 2 Constructor for the City of Ottawa which have influence on maintenance and lifecycle of the Expanded System. The RTM Stage 2 Team shall identify all occurrences of divergences from the Stage 2 Maintenance bid assumptions or any gross (non-industry standard) inefficiency in the Stage 2 Maintenance Services that could not have reasonably considered in their pricing assumptions.
In addition to the IDM Review Work, the Stage 2 – Project Engineer will lead and track RTM’s mobilization efforts for a smooth transition from Constriction to Maintenance and operations of the expanded system. They will oversee the other departments within the organization are meeting the mobilizations schedule and act as a conduit to ensure they are provided with the information they need to meet the overall goals of the organizations. In preparation for Stage 2 RTM will be required to:
- Update maintenance process, procedures, and plans.
- Coordinate Training of Maintenance staff and subcontractors with the Stage 2 Constructor on the new Infrastructure
- Update Asset lists and preventative maintenance plans/ work orders in the CMMS System
- Create a warrant protocol between the city and the Contractor.
- Receive and track spare parts handover and all project documentations (As-builts, O&M manuals, record drawings, product data sheets, intellectual property, and licences etc.)
Lastly, following Substantial Completion of the Stage 2 Construction, the Project Engineer will assist with preparing and issuing warrant claims to the Design Build contractor and the City following a strict protocol set out in the contract. The ideal candidate will have strong communications skills with an emphasis in project management of complex, multiple disciplinary projects. The position is a unique opportunity to participate in the construction and maintenance of Ottawa’s Confederations Line LRT System.
Key Responsibilities :
• Provide overall management, administrative and technical direction for one or more projects
• Reviewing Construction documentation to ensure they align with RTM’s Maintenance assumptions and the Stage 2 Contractors Output Specifications
• Conducting routine site visits and witness testing and commissioning activities to identify construction issues that will impact maintenance
• Identifying and advising the senior management team of potential problems, work interferences or schedule difficulties while assisting in circumventing/resolving such conflicts
• Prepare maintenance and lifecycle estimates for construction divergences and contract variations.
• Assist with the procurement process for maintenance subcontracts required for the Stage 2 extension.
• Coordinate and track mobilization schedule and deliverables internally.
• The ability to read, interpret, analyze, and forecast a project’s costs and determine the status of the job in terms of schedule and costing
• Assessing potential risks and notifying Senior Management team on a continuous basis
• Conduct and efficiently manage project meetings weekly, bi-weekly, or monthly as needed
• Coordinate the handover of Stage 2 construction items with the Owner, Constructor, maintenance subcontractors and internal departments within the organization
• Work with third Party software provider to develop a business process within our existing system to manage the warrant corrective maintenance work during the 2-year warrant period at Substantial completion
Liaising with Owners, Consultants and Trades :
• Maintain excellent relationships with clients, key stakeholders, consultants, and trades
• Meeting with the Stage 2 Contractor, consultants, owner, and RTM subcontractors on a routine bases to provide updates and coordinate Work.
• Ensuring schedules are clearly communicated to trades and they are held accountable for meeting these schedules and deadlines
Coaching and Mentoring :
• Providing learning opportunities to more junior counterparts on the team
• Coaching team members and providing constructive feedback to assist in their professional growth
• Contributing regular feedback and evaluating all team members annually
Required Skills, Knowledge, Qualifications and Experience:
• Minimum of 5 years’ Design, Construction and/or Maintenance experience. LRT Project (Construction or Maintenance) is preferred.
• Educational and experience requirements include a construction related degree or equivalent combinations of technical training and/or related experience, LRT Rail experience is considered an asset.
• Strong working knowledge of contract management
• Thorough understanding of corporate and industry practices, processes, standards etc. and their impact on construction projects
• Foresight to predict problems before they develop
• knowledge of various construction disciplines, safety regulations, scheduling, cost control, quality control, engineering drawings and other documents
• Ability to assume responsibility, interface and have superior communication and interpersonal skills essential
• Enthusiasm for challenge and new initiatives
• Proficiency in Office and Project Management software (e.g. MS Office/Project)
