Job Description

Allegient Defense (DBA BCS Allegient) provides technically oriented services from program management to advanced systems integration and engineering. We support Government and prime system integrators with engineering and management expertise. Allegient Defense helps clients with challenging Science & Technology, Engineering Acquisition, and Program Management Mission requirements. We are currently in search of a Sr. Project Analyst to support our client at the U.S. Department of Energy (DOE) Office of Technology Transitions (OTT).


Primary Responsibilities:

  • The Sr. Project Analyst is responsible for providing a full range of project management and support services to the U.S. Department of Energy (DOE) Office of Technology Transitions (OTT) Commercialization and other Programs portfolio.
  • Provide project development and management support to the Partnership Intermediary Agreement (PIA) program.
  • Prepare written and visual reports/presentations for DOE OTT managers, staff and others as needed; this includes gathering, analyzing, organizing and presenting information and data in a logical, persuasive manner.
  • Assist PIA lead in the design and development of PIA funding programs as well as their execution, including planning and executing the review and down selection processes, screening proposals for completeness, scheduling events/kickoffs, etc.
  • Provide coordination support for activities with other DOE Program Office (PO), including providing reviews and feedback for critical documents and assisting with market research.
  • Support OTT PIA announcements and other communication efforts.
  • Provide general support services to PIA program, including sending follow-up emails, tracking progress, maintaining project records, and preparing and sending required updates to OTT leadership.


Other Responsibilities:

  • Reading, understanding, and bringing to management’s attention items requiring attention from the variety of data and reports sent to the office for action.
  • Contribute ideas and technical input to OTT’s current and upcoming fiscal year programmatic planning and execution.
  • Creating and maintaining master files/schedules related to program history, execution and status for the life of the program.
  • Supporting the OTT PIA program in other a reason an as-needed basis to ensure programs operate effectively and issues / concerns are raised to OTT Management.
  • Provide technical input to project planning and execution that is consistent with DOE and OTT procedures and preferences.
  • Coordinate with intermediary on regular project status updates for review by OTT and Project Officers.
  • Support review of budgets and financial reports (obligations, spend plans, invoices, etc.) with intermediary, POs, and Contracts.
  • Assist POs and DOE PIA managers in meetings and discussions with intermediary personnel.


Position Requirements:

  • A Bachelor's Degree(or equivalency) in relevant field from an accredited college or university with a minimum of 5 years of related experience. Advanced degrees may be substituted for required years of experience.
  • Proven customer relationship skills including excellent written and verbal communication skills.
  • High level of comfort with multitasking and rapidly shifting priorities.
  • Strong management and organizational skills.
  • Proven ability to perform detail-oriented work.
  • Proficient working knowledge of Microsoft OfficeSuite.
  • Ability to draft Word documents and PowerPoint presentations for federal review as well as utilize Excel to track project data and perform analysis for federal use.


Desired Skills:

  • Advanced Degree and 10+ years of relevant experience
  • Project Management Professional (PMP) Certification.
  • Experience working in a DOE environment.
  • Experience with and/or understanding of technology transfer, commercialization, and the energy sector in general.
  • Experience with Partnership Intermediary Agreement activities.
  • Experience as a PowerPoint Designer
  • Experience as a technical writer
  • Experience as a business communications writer
  • Experience managing merit review processes.
  • Ability to multi-task and respond to rapidly changing priorities and workload.
  • Experience working in a fast-paced environment.
  • Experience working with Senior Level Executives


Reporting Center:

The duties of this position require the Candidate to report to a designated DOE Reporting Center or the DOE Forrestal Building in Washington DC during their bi-weekly work schedule. The reporting location will be defined at the time the position is filled. Unless otherwise stated, the default DOE Reporting Center is the DOE Forrestal Building in Washington DC.

Occasional or regularly scheduled telework may be available for this position as workload or other conditions allow and will be negotiated at the time of appointment. These teleworking agreements, if accepted by both parties, are intended to be flexible and may change during the term of this appointment. Initial teleworking agreements are not guaranteed to remain unchanged and workload or other conditions may require the candidate to report full time to the designated DOE Reporting Center.
