Leads a team that is responsible for expert oversight of a multitude of grants, contracts, and MOAs, involving large-scale annual program expenditures, including federal grants and an array of funding streams. This position is responsible for leading the coordination, monitoring compliance and managing assigned grants, contracts and MOA's; ensuring that assigned office or district programs accurately and optimally process state-wide program expenditures for federal reimbursement in compliance with complex federal and state funding laws, regulations, policies and procedures. Additionally, this position is responsible for ensuring that grant budget restrictions, milestones and reporting requirements are fulfilled; and is responsible for providing expertise in interpreting and understanding federal regulations relating to grant awards. Advises program managers in preparing grant proposals. Review proposals for correct format and compliance requirements. Responsible Authorizing Official designated to submit, monitor, and comply with all federal grants. Advises program managers regarding grant, contract, and MOA interpretation and adherence to stipulations in the agreement, ensuring compliance with terms and conditions of effort reporting, authorized expenditures, personnel actions, milestones, reporting, and documentation. Monitors expenditures by reviewing requisitions, performing cost-sharing analyses, and preparing expenditure projections, monthly statements, and other reports. Minimum QualificationsConsiderable Knowledge of federal/state grants and contracts management laws, rules, regulations, and guidelines of generally accepted accounting principles and practices.Knowledge of budgeting policies, procedures, and practices; contact Law; auditing standards; computer programs such as Excel, and Word. Experience with relational databases and automated financial systems. Demonstrated analytical skills, proficient in problem-solving, organizing, and coordinating. Demonstrated ability to read and interpret grants, contracts, and MOAs; to prepare budgets and monitor fiscal transactions, provide technical assistance on complex issues, negotiate effectively, and compile financial information and projections. Excellent oral and written communication skills. Ability to organize and prioritize work and work within deadlines.
