Summary
You will serve as the Regional Oil and Hazardous Substances (OHS) Spill Program Manager and Naval On-Scene Coordinator (NOSC) Representative, responsible for developing, implementing, and managing OHS contingency planning and response programs within the Navy Northwest area of responsibility and for ensuring pollution response readiness at Navy installations.
Duties
- Provide technical expertise in regional pollution contingency planning and response matters to promote compliance with laws, regulations, and Defense/Navy policies.
- Brief Navy senior leadership, supervisors, customers, and regulatory and other stakeholders on matters related to the spill preparedness and response program and activities.
- Coordinate procurement of required spill preparedness and response resources.
- Oversee response and management of oil and hazardous substances spills at Navy Northwest installations and represent the Navy as the primary on-scene coordinator, cooperating with other Federal, State, and local on-scene coordinators during response activities and on spill contingency matters.
- Plan, coordinate, and conduct environmental compliance surveys and audits of activities and their operations to evaluate compliance with applicable standards for the applicable programs in this position.
- Develop regional spill contingency plans.
Qualifications
- Expert knowledge of regulations and guidance associated with oil and hazardous substances spill preparedness and response; such as Resource Conservation and Recovery Act (RCRA), National Contingency Plan (NCP), Oil Pollution Act of 1990 (OPA), Clean Water Act (CWA), Toxic Substances Control Act (TCSA), and the Emergency Planning and Community Right to Know Act (EPCRA).
- Experience providing oral and written guidance consistent with applicable Federal, State, and local laws, regulations, and procedures.
- Experience conducting or overseeing oil and hazardous substances spill preparedness activities.
- Experience designing, planning, leading, and facilitating oil and hazardous substances spill exercises.
- Experience in oil and hazardous substances spill response, particularly the utilization of the Incident Command System during a real-world spill event.
What you need:
- A Bachelor's Degree or higher from an ABET accredited university in Engineering (Environmental, Chemical, Civil, Mechanical preferred) or Environmental Science, Physical Science, Geology, or Biological Sciences degree
- United States Citizenship Required
- Ability to obtain a secret government security clearance
- 3-5 years of environmental experience

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
