Description-

POSITION SUMMARY:

Project Manager responsible for overview and facilitation of design and construction of Water and Wastewater Facilities and Pipelines. Oversees the complete project process including project scoping, procurement, design management, permitting, design review, construction management, and commissioning.


Candidate must be able to apply broad knowledge of project management principles in the area of utility facility and pipeline design and construction. Capable of planning and leading a major project or working on several projects of moderate scope. Receives limited supervision on assignments, may receive guidance when necessary or when using modified techniques or unconventional approaches. Responsible to assign and direct work of others as assigned and coordinate work with other internal and external stakeholders as required. Prepares for the manager project scopes, schedules, budgets, assignments and communications regarding specific assignments and projects.


KNOWLEDGE, SKILLS & ABILITIES:

Knowledge of:

Engineering and Construction concepts, principles, practices, methods and standards associated with utility projects.

Common sources of engineering information.

Federal, state, local and industry laws, regulations and permitting requirements.

Project management techniques and contract administration.

Principles and application of safe work practices.

Process improvement methodologies.

Financial aspects of the projects such as budgets, cash-flows, estimates and funding processes.

Critical path scheduling.


Skill in:

Project management including planning, scheduling, estimating and leading all phases of complex utility projects in a specific discipline and assigned functional area.

Conduct engineering assessments including identifying, analyzing and recommending engineering alternatives if required.

Accurately maintaining and archiving project documentation.

Preparing requests for proposal (RFPs) for engineering and construction services and equipment, able to analyze responses and recommend best award options.

Administrating contracts, interpreting field documents and insure proper construction through inspections for moderately complex utility projects.

Operating standard office equipment and using required job specific software applications.


Ability to:

Effectively coordinate and work with others.

Discern, communicate, and solve project related problems effectively.

Prioritize multiple projects and meet project deadlines.

Enforce safety rules, encourage safe work practices and correct unsafe working conditions and behaviors.

Establish and maintain effective working relationships with others at all organizational levels.

Communicate effectively, both orally and in writing.


EXAMPLES OF WORK:

Provide project management in the design and construction of complex water and wastewater system projects. This includes scope, resource and budget development, vendor selection and resource procurement, permitting, project coordination, design and cost review, site inspections, and testing under the direction and review of a manager or designee.

Facilitate project cost, schedule, and risk throughout the project lifecycle in accordance with Client project controls guidelines and policy.

Prepare requests for proposal (RFP’s) and other bid documents, review responses and make bid award recommendations based on Client procurement guidelines and policy.

Oversee project field work including construction activities, inspections, testing, and commissioning.

Responsible to document and report construction non-conformance with design plans and specifications.

Coordinate with other internal and external stakeholders as required regarding engineering requirements and utility projects.

Prepare written and verbal project status reports to include scheduling and financial performance details.

Performs other job-related work as assigned.


PERSONAL CONTACTS:

Actively participates in meetings or presentations involving matters of significant consequence or importance.

  • Interacts with senior leaders/executives, both inside and outside Client on critical matters.
