Job Description

The Process Safety Engineer plays a critical role in ensuring the Safe Operation of the facility by taking ownership of all Process Safety Management (PSM) and Risk Management Plan (RMP) programs. The Process Safety Engineer drives the creation, implementation, monitoring, and continuous improvement of process safety initiatives, policies, and procedures to mitigate risks and uphold the highest standards of safety within the organization.

Expectations and Duties

• Through teamwork and consultation, ensure compliance with all applicable federal, state, local, and company PSM and RMP requirements.

• Ownership of all 14 elements of PSM as outlined by regulatory agencies, including but not limited to process hazard analysis, mechanical integrity, emergency planning and response, and incident investigation.

• Facilitate cross-functional teams to develop, implement, and maintain robust process safety programs. Collaborate with various departments, including Operations, Engineering, Maintenance, Projects, and Technology groups, to ensure seamless integration of process safety initiatives.

• Conduct thorough risk assessments to identify potential hazards and vulnerabilities within the manufacturing processes. Facilitate the development and implementation of strategies to effectively mitigate and manage identified risks.

• Owner of facility PHAs. Organize and facilitate PHA studies, ensuring the identification, assessment, and control of process hazards. Review and update PHAs regularly to reflect changes in processes, equipment, and technology through the Management of Change process.

• Develop and maintain comprehensive Emergency Control and Contingency plans. Conduct regular drills and exercises to ensure that the emergency response team is adequately prepared to handle potential incidents.

• Monitor facility process safety performance leading indicators and KPIs. Report to leadership monthly.

• Manage investigations into process safety incidents, near misses, and breaches to determine root causes and implement corrective and preventative actions. Ensure timely reporting and documentation of incidents in compliance with regulatory requirements.

• Develop and deliver process safety training programs for employees at all levels. Promote a culture of safety awareness and compliance throughout the organization. Require/final sign off on Process Safety for operator and staff Training Review Boards.

• Conduct regular audits and assessments to ensure compliance with regulatory standards and internal process safety policies. Work closely with regulatory agencies during inspections and audits.

• Identify opportunities for enhancing process safety systems and practices. Implement best practices and drive continuous improvement initiatives to strengthen the facility's overall safety performance.

• Provide expertise and support to project teams regarding process safety considerations during FEL scope development and project execution.

• MOC reviewer for all process safety related/consideration department MOCs.

• Contribute to key industry consortiums such as Chlorine Institute to keep up with up potential regulatory updates to RMP, PSM etc. regulations.

• Provide input into CAPEX plans.

• Maintain compliance with environmental regulations, including recordkeeping, filing of Tier II reports, air permitting, updating SPCC plan, storm water, etc.

• Provide analytical-based expertise such as sample collection, lab analysis data interpretation and data reporting/submission to address EH&S needs.

• Assist with planning, establishing, implementing, and maintaining a variety of environmental, health and safety programs. Specifically, review, revise, and develop Pittsburg Safety Standards.

• Maintain compliance calendar (database) as it relates to the job function.

• Assist in self-audits of the EHS management system.

• Perform safety-related risk assessments and Job Hazard Analyses.

• Assist with maintaining compliance with regulatory agencies such as CalARP and RMP programs including internal compliance audits and Process Hazards Analysis.

• Participate in Root Cause Investigations, and as applicable lead the investigation.

• Perform other related duties as directed by the EHS Manager that correspond to the overall function of this position.

• Works with Operations and Maintenance department heads to identify EH&S training needs and improvements.

Minimum Requirements

• BS in Chemical Engineering or a related field.

• Minimum of 3-5 years of direct experience in process safety or experience within a PSM facility with highly hazardous chemical management.

• In-depth knowledge of the 14 elements of Process Safety Management and relevant regulatory requirements (e.g., OSHA's Process Safety Standard 29 CFR 1910.119).

• Strong leadership and project management skills with a proven track record of successfully leading cross-functional teams.

• Excellent analytical and problem-solving abilities, with a keen attention to detail.

• Effective communication and interpersonal skills, capable of collaborating with diverse stakeholders.

• Experience in conducting process hazard analyses (PHA) and incident investigations.
