Job Description:

The Cloud Architect will report to the MMIS Director and be primarily responsible for providing technical expertise to support the design and execution of the MMIS Cloud Migration initiative. The role requires a strong background in architecting Medicaid applications using cloud technologies (SaaS, PaaS, IaaS, Micro/Macro Services). Prior experience in architectural design and implementation for healthcare or Medicaid systems is highly desirable.

Essential Duties & Responsibilities:

• Recommend infrastructure, middleware, interfaces, automation, and network security solutions for the MMIS application post-migration to AWS, adhering to policies and standards and leveraging AWS services to enhance the system.

• Develop architectural proofs of concept to demonstrate agile business solutions and evolve core architectural constructs.

• Work closely with the EOTSS/EOHHS Cloud Architecture Team to define and manage standards, guidelines, and processes for infrastructure technology and software development.

• Contribute to RFx and SOW documents for infrastructure solutions and assist in contract and cost negotiations with vendors for SaaS solutions, hardware, software, and professional services.

• Operate in a matrixed environment with infrastructure and applications teams, data warehouse architects, security architects, and strategic partners to design a scalable Cloud infrastructure that aligns with the MMIS enterprise's strategic goals.

• Document or assist in creating designs, architecture requirements, and infrastructure or network diagrams as needed.

• Provide technical support to resolve issues or challenges related to AWS migration activities and post-migration operations.

• Perform other duties as assigned.

Required Skills/Experience:

• Minimum of five (5) years of experience in technology architecture across areas such as business applications, middleware, database technology, business intelligence, security technologies, and best practices.

• At least three (3) years of experience architecting solutions using Amazon Web Services (AWS) Cloud technologies and familiarity with current computing trends.

• Three (3) years of experience translating business strategies into comprehensive short- and long-term architectural plans.

• Three (3) years of experience in system design using Oracle Suite, BPM, and Rules Engine.

• Hands-on experience with modern enterprise architecture and enterprise application frameworks for at least three (3) years.

• Expertise in SOA integration projects utilizing BPM and Rules Engine.

• Experience working with Java, J2EE, Tomcat, Apache, and Spring-based middleware solutions.

• Knowledge in Risk Management, Disaster Recovery, Business Continuity, IT Security Architecture, and IT Regulatory Compliance.

• Proficiency in SDLC, DevOps, Cloud (Micro/Macro services), Data Analytics, Test Automation, CI/CD, and Agile methodologies.

• Strong ability to quickly comprehend new technologies’ functions and capabilities.

• Expertise in estimating time and resources for activities, determining task dependencies, and planning parallel and sequential activities.

• Exceptional analytical and problem-solving skills for addressing complex issues.

• Strong communication skills, including written, verbal, and presentation abilities.

• Experience in the healthcare domain is preferred.

• Previous experience working with government agencies or in government settings is preferred.

• Proficiency in Microsoft Office tools (Excel, Word, Visio, PowerPoint, and Project).
