Job Description:
- The Subcontracts Lead is responsible for the overall life cycle of a subcontract, from the initial sourcing and acquisition strategy development, through the solicitation, negotiation, award, cost and schedule management, subcontractor execution and closeout steps.
- Subcontracts at the company cover a variety of customer segments including U.S. Federal Government, Commercial, International Governments, International Commercial, and Defense, both domestic and international.
- The company's Subcontracts is an incredibly diverse landscape of technologies, products and services for development articles, production, technical & professional services requirements.
- Subcontracts leverages the variety of subcontract types, (i.e. fixed-price, cost reimbursement, time & material, labor hour, etc.) to best manage risk for both the company and our customers.
- Typical management and administrative responsibilities include collaboration on the acquisition strategy and sourcing, development of the subcontract requirements (i.e. SOW development), generation of the solicitation / request for proposal, source selection, negotiation (price, schedule, technical, terms & conditions), establishment of the official subcontracts file and its required documentation, management of supplier cost, schedule performance and collaboration with engineering on the technical management of the subcontractor.
- Other duties include change management, risk management, management of customer / government owned property, transportation and delivery, invoice processing / acceptance of articles / work performed and payment.
- Subcontracts also supports business development activities on new pursuits and proposals, by initiating the Subcontract Process from the beginning steps of negotiating non-disclosure and/or teaming agreements and performing the appropriate due diligence on potential bidders in terms of supplier risk, financial stability, technical capability and quality management system assessments.
- Subcontracts support government, customer and internal audits as required.
Duties:
- Drive all aspects of major subcontract execution (cost, schedule, technical, quality) and full integration of the subcontract work scope within the program, e.g. proposals, negotiations, contract execution, etc.
- Subject Matter Expert with advanced knowledge of contract types (i.e., FFP, Cost Reimbursement, T&M, CPFF, CPIF, etc.), government proposals and Basis of Estimate (BOE).
- Subject Matter Expert with advanced negotiation skills, subcontractor management and program risk management experience.
- Subject Matter Expert with advanced ability to review technical SOWs, understand work scope, and hold other functions accountable to provide clarity and eliminate ambiguity in SOW language and technical requirements.
- Subject Matter Expert with advanced knowledge of FAR/DFAR requirements, Prime Contract flow downs, International Trade Compliance, ITAR, EAR, Import/Export, General Provisions, Terms and Conditions, policies and procedures, command media requirements, negotiations of legal documents, and supply chain strategies to improve KPIs and ROIs.
- Expert at problem solving by leveraging experience and through analysis of data
- Expert understanding of Subcontracts relationship with other functions such as Contracts, Program Management, Finance, Engineering, Quality, Business Development and others.
- Accountable to Program Manager, Business Development, Supply Chain Leadership and Operations
- Responsible to analyze diverse set of issues and challenging development program(s) changes and communicate effectively to Program(s) and Supply Chain Executive Leadership
- Work closely with SCMs, Program Management and Technical personnel, to support/manage high-dollar value proposals and subcontracts
- Experience with Intellectual Property (IP) and Patent requirements
- Able to work directly with Technical Team(s) to identify processes, requirements, Statement of Works improvements and propose changes, to include Supply Chain risk mitigation strategies with possible cost savings/avoidance
- Ability to travel domestically and internationally if needed.
Requirements:
- Bachelor's Degree and minimum 9 years of prior relevant experience.
- Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
- 9 years of experience in Subcontract Management
- FAR/DFAR
Preferred Additional Skills:
- DoD Clearance is desired, but not required
- Demonstrate a strong attention to detail and a high degree of accuracy.
- Possess excellent communication skills, quality commitment, customer focus, strong interpersonal skills and be adaptable
- Experience as Cost Account Manager for Subcontracts managing budgets and sales forecasting
- Proficient in Microsoft Suite of Products (Word, Excel, PowerPoint, etc.)
- Lean Six Sigma experience
