The Virginia Economic Development Partnership (VEDP) is seeking a Financial Analyst in the Incentives Division to provide support with financial due diligence and management of the data center MOUs.Responsibilities:Participate in internal and external discussions regarding potential economic developmentprojects and possibility of any associated VEDP-administered incentives and other appropriate incentivesBe a resource to staff in conducting all aspects of financial analysis and reputational due diligence as part of the Project Review and Credit Committee (PRACC) processCoordinate with divisions and units to ensure the applicable documentation has been prepared for review by PRACCParticipate in PRACC meetings to answer questions, present analytical findings, and develop consensus from PRACC on recommendations to the Secretary of Commerce and Trade, Governor, and Major Employment and Investment (MEI) Project Approval CommissionEnsure documentation and metrics associated with PRACC recommendations are properly included in Salesforce and align with financial summary documentationSupport divisions with the development and execution of new DCRSUTE MOUs, including the development of materials to seek approvals from MEI Project Approval CommissionReview and analyze extension requests; prepare documentation for PRACC/VEDP Board/MEI ReviewAssist with annual and final reporting, including notification of upcoming due dates or past due reportingVerify capital investment and employment metrics utilizing data from local Commissioners of the Revenue and Virginia Employment CommissionAssist with repayment of all VEDP-administered incentives to ensure funds are successfully returned to the Commonwealth within designated timeframeProvide reports as requested by Executive Office, Board, or Incentives DivisionCoordinate with staff to develop a user-friendly website to report status and performance of grant programsDevelop and maintain financial and statistical reports on each of the incentives and grants administered by VEDPCoordinate with incentive-administering state agencies to ensure data collection and reporting is completed to maintain and improve Virginia' transparency rankingsSkills:Working knowledge of economic development processes and local and state government principles and practicesFamiliarity with business and accounting principlesProficiency in conducting fiscal impact analysesKnowledge of statistical techniques, software, and data sourcesDemonstrated ability to develop goals, plan and implement projects, work with others to negotiate issues effectively, and to formulate and communicate recommendations.Experience with Microsoft Office required.Excellent analysis and problem-solving skillsExcellent communication (verbal and written) and interpersonal skillsExcellent attention to detail, as written work will often be carefully scrutinized and relied upon by managementAbility to work independently as well as collaborativelyAbility to prioritize work and effectively manage multiple projectsExhibit sound judgement in making decisionsExperience:Minimum of three years' experience in finance or a related fieldBeing authorized to work in the U.S. is a precondition of employment.
