The Near Shore Water Regulation Citizens' Advisory Committee was established by Resolution 01-02-04 and adopted by the Village Council on February 8, 2001. The creation of the committee was prompted when the Florida Legislature passed House Bill 1007. The passage of HB 1007 provided the Village with authorization to exercise its police powers and jurisdiction 1,200 feet into the tidal waters adjacent to its established corporate limits; extending to the abatement of nuisances, the enforcement of sanitary laws and regulations, the regulation of zoning and the suppression of crime. Council established an ad hoc citizens' advisory committee to be called the Near Shore Water Citizens' Advisory Committee ("NSWCAC") on July 11, 2002. The Committee provides valuable citizen input to staff and Council regarding suggestions for near shore water improvements in safety, quality of life and environmental protection as well as methods to accomplish the suggested recommendations.

Goals and Objectives
  • The goals and objectives of the NSWCAC shall be:
  • To assist Village Council / Village Manager by reviewing and providing feedback on appropriate ordinances required to implement the NSWCAC recommendations that have been approved by the Village Council.
  • To continue the gathering of public input and to conduct consensus building activities on issues selected by the Village Council or Village Manager.
  • To assist the Village Council/ Village Manager with the development of priorities related to near shore water recommendations and regulations.
  • To assist with gaining approvals from appropriate agencies required to implement the NSWCAC recommendations that have been approved by the Village Council.
  • To ensure the Village properly interprets the NSWCAC recommendations intent and spirit.
  • To help the Village maintain momentum and focus on implementing approved NSWCAC recommendations as well as newly needed improvements that might be recommended during the term of the NSWCAC.
  • To accept and utilize the recommendations of the NSWCAC.

Duties and Responsibilities
  • Elect a Chairperson at the first meeting held after June 1 of each year. Other officers may be elected as determined by the NSWCAC.
  • Assist with the public outreach and education program (brochures and pocket charts) being developed by the Staff.
  • Provide input pertaining to draft ordinances required to implement the NSWCAC recommendations.
  • Assist with details pertaining to buoys, markers and signage locations and priorities.
  • Recommend to the Village Council and Village Manager new and additional near shore water improvements that might be needed during the term of the NSWCAC.
  • Help identify grant opportunities

Must be an Islamorada resident.
Meetings
Meetings of the NSWCAC are held on a quarterly basis or as frequently as the NSWCAC deems necessary to complete their duties and responsibilities and at the call of the Village Manager or designee through the NSWCAC liaison. Meetings shall be open to the public, and notice of such meetings shall be given as required for the meetings of the Village Council. A majority of the currently appointed members of the NSWCAC shall constitute a quorum, provided there is a quorum present, a majority of those present and voting shall be required to adopt any motion or take any action. Historically, Council has not attended committee meetings. However, Council's recently adopted Committee Legislation establishes the appointment of a Council representative for each of the Village's committees.
Staff Participation
At all meetings of the NSWCAC, at least one Village Staff Member (currently Alyssa Panzer) will be present to provide information, input and requests for advice regarding near shore water recommendations and to record minutes of the meetings.
Annual Review by Village Council
At the second Regular Village Council meeting in April of each year, Council shall review the activities of the NSWCAC and provide direction whether the NSWCAC shall sunset, be changed to ad hoc status or continue as established.
