Job Title/Series /Grade: Interdisciplinary Engineer / Architect (Mega Project Manager) GS-08XX-14


Pay Range: $126,382 - $164,296 per year


Work Schedule: Full-Time

Location : Naval Facilities Engineering System Command, Atlantic, VA


Duties:


  • You will serve as a Mega-Project Project Manager and technical advisor for all aspects of Project Management, including NAVFAC's most complex projects.
  • You will provide project management through engineering and/or architectural services including development and management of project scope, schedule, design and construction cost estimates, project quality, and contract acquisition strategies.
  • You will provide technical expertise to project teams, the Construction Manager (CM), Contract Specialist (CS), other Business Line representatives, Supported Command representatives, and others as appropriate.
  • You will assist in the negotiation of Architect-Engineer (AE) contracts, and provide direction consistent with Navy policy to AE firms.
  • You will lead/serve on AE Slate/Selection Boards and provide recommendations for contract awards. You will also serve on Best Value Source Selection boards for construction contractors and provide recommendations for construction contract awards.
  • You will provide technical assistance to the Construction Manager in the areas of general engineering and review of contract requirements to make in-scope project/funding/contract determinations.
  • You will visit construction sites, as necessary, to observe construction progress and assist in problem resolution.


Condition of Employment :


  • Must be a U. S. Citizen.
  • Must be registered as a Professional Engineer or Registered Architect (RA) in any state, District of Columbia, Guam or Puerto Rico.
  • Occasional travel within CONUS/OCONUS may be required. Must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications :


This position has a Selective Placement Factor (SPF) which is CURRENT registration as a Professional Engineer (PE) or Architect (RA) in any state, District of Columbia, Guam or Puerto Rico. If you meet this requirement you MUST submit a copy of your current registration with your application. A copy of a wall certificate that does not show current registration status will not serve to verify this SPF. Specialized experience must demonstrate the following:



1) Providing project management for Mega-Projects through technical engineering and/or architectural services including development and management of project scope, schedule, design and construction cost estimates, project quality, and acquisition strategies;

2) Applying expert project management technical skills for project planning, budgeting, programming, engineering, design, contract procurement, and construction execution;

3) Monitoring project cost and scope amounts during planning, design and construction contract execution;

4) Communicating effectively through oral and written expressions, as well as working effectively with other professionals; fielding questions; de-conflicting issues and defending policies;

5) Applying expert knowledge of facilities acquisition, as well as project funding authority levels and sources, contract requirements, contract documents, proposal and bidding procedures to support/execute Mega-Projects.


Education Requirement :



Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:


Successful completion of a professional Engineering/Architecture Degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.


Bachelor’s Degree (or higher) in Engineering/Architecture ;


OR


Professional registration or licensure: Current registration/licensure as a Professional Engineer (PE); Or Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board.


OR


Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A. (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. (above);


OR


Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance.
