SUMMARY:
The Sr. Project Scientist will lead the biosolids land application team, acting as Material Matters’ Land Application Program Manager, serving as direct report for land application team members, and providing technical support for residuals and biosolids land application projects.
This role requires candidates to manage residuals and biosolids land application projects in Pennsylvania and surrounding states , initiate and develop relationships with farmers (primarily focused in Southcentral PA), develop and support client relationships (primarily municipal utilities), interact with environmental regulators, support with fieldwork and developing plans (i.e., Ag E&S) at agricultural sites, analyzing nutrient, cropping and soil data, and prepare regulatory permit applications. Other duties include developing business opportunities both inside and outside the Land Application business line and leading proposal efforts. Must be able to work with limited supervision and have competencies with computer applications, including Excel, Word & electronic communications.

PRINCIPAL TASKS:
? Manages biosolids and residuals land application programs, ensuring sufficient acreage is available for biosolids production, and products are directed to farm sites based on cropping patterns and nutrient needs.
? Oversees and directs a team of staff, including providing mentoring support, assigning tasks, and identifying staffing needs.
? Engages with local farmers, fostering existing relationships with farmers and identifying new farm sites suitable for beneficial use of biosolids and residual products.
? Routinely engages with regulators, clients, peers, and other professionals.
? Understands cropping patterns and crop nutrient needs and uses proprietary software (Material Manager™) to develop and/or review agronomic rates for biosolids land application to meet regulatory requirements.
? Identifies new opportunities for business with farmers and clients.
? Participates in agricultural / biosolids professional organizations to keep abreast of potential changes to BMPs, practices, and/or regulations.
Regulatory Compliance
? Develops and/or reviews farm Ag E&S / Conservation plans and ensures farms are adhering to prescribed management practices.
? Provides and/or peer reviews written reports and regulatory forms for submittal to regulatory agencies and clients.
? Oversees collection of environmental samples including soil samples and biosolids/residuals sampling as required.
? Leads environmental regulatory reporting, permitting, and data analysis.
? Conducts field surveys to determine qualifiable land for biosolids farm qualifications, development of conservation plans, and nutrient balance calculations.
? Researches and applies principles of environmental science and engineering, adapts and modifies techniques and approaches.
? Updates job knowledge by tracking regulatory programs and standards.
Project Management
? Manages projects by tracking project budgets and regulatory deadlines, identifying short-term and long-range challenges and risks, identifying and evaluating options to meet milestones.
? Prepares project reports by collecting, analyzing, and summarizing data trends, presenting information at internal and/or client meetings.
? Participates in educational opportunities, reading professional publications, maintaining personal networks and participating in professional organizations including presentations.
? Occasional overnight travel is required.
CERTIFICATES, LICENSES & REGISTRATIONS:
? Valid Driver’s License
? EIT, CPSS, TSP, or Conservation Planner preferred
MINIMUM REQUIREMENTS:
? Bachelor of Science degree in Environmental Science, Environmental Resource Management, Agricultural Engineering, Environmental Engineering, Soil Science or equivalent.
? At least 10 years’ experience in consulting in the fields of environmental, engineering and science.
? Understanding/education in agricultural practices and cropping nutrient needs.
? Proficient in field investigations, sample collection, data collection, management and analysis.
? Proficient in Microsoft Office, specifically Word and Excel.
? Experience with state and/or federal permitting, regulatory review and interpretation preferred, but not required.
