In this key role, the AVP will support the Vice President in overseeing HR operations and projects while providing inspirational leadership to a talented HR team. This position involves managing the delivery of HR services to all employees, spearheading critical initiatives such as HR policy and compliance, employee leave of absence and ADA programs, L&I claims management, benefits administration, wellness and fostering a culture of collaboration and excellence.

Essential Functions
  • Directs and oversees human resources operations in partnership with Vice President; develops and coordinates human resources programmatic functions including policy, procedure development and interpretation, leave programs, Labor & Industries claims management, benefit administration and performance management; plans, evaluates and modifies department operations to increase program efficacy and outcomes; operationalizes and supports staff integration of work.
  • Develops, directs, and implements department and agency wide initiatives; participates in development of human resource philosophies and strategic planning in relation to programs and trends in human resource management; monitor, reviews and communicates the implementation phases of strategic plans; identifies and assesses potential obstacles; conducts evaluations of the impact/result of strategies/programs and course corrections as needed.
  • Serves as consultant to executive and agency leaders by recommending strategies and identifying potential outcomes on employment related matters in all areas of employee life cycle; analyzes, advocates, and implements services/programs that support employee development and retention.
  • Advises and counsels executive and agency leaders on performance management, employee relations, management training, workplace investigations, discipline, and corrective performance measures.
  • Directs and monitors third party administrator operations and vendor efforts; identifies operational risk and financial impacts to the agency relative to human resource services; directs and coordinates disability, wellness and leave programs.
  • Administers and oversees human resource compliance and regulatory requirements; provides interpretation and expertise on federal, state, and local employment regulations to ensure consistent application; analyzes and assesses agency risk with employment practices and decisions.
  • Manages and oversees human resources staff; provides supervision, direction, hiring, training, directing work assignment, coaching, and evaluation of staff.; sets performance and service delivery expectations.
  • Interprets labor contracts and manage labor relations issues; administers labor agreement and advises management to ensure contract compliance; analyzes new and unusual matters and responds to employee and management inquiries.
Qualifications and Competencies
Required Qualifications:
  • Bachelor's degree in business administration, human resources management, public administration, or a related field AND
  • Extensive experience involving Human Resources operations including benefits program administration, employee relations, leave administration, wellness, policy management and/or compliance OR
  • An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.
Required Knowledge, Skills and Abilities:
  • Comprehensive knowledge of related industry, organization and department policies, practices, and procedures; related industry, organization, and departmental legal guides, recommendations, best practices, ordinances, and laws.
    • Benefits program administration, employee relations, leave administration, wellness, policy management and compliance;
    • Federal and state employment labor laws and regulations.
  • Experience supervising staff including coaching, mentoring, and providing strong leadership in a dynamic work environment.
    • Proven success in building productive and engaged work teams with a focus on mentoring and nurturing staff development.
  • Extensive communication skills, including a high degree of emotional intelligence and conflict-resolution experience.
    • Conveys clear and timely messages; communicates clearly and effectively via multiple methods;
    • Presents proposals and recommendations clearly, logically and persuasively;
    • Analyzes and develops effective policies and procedures.
  • Strong critical-thinking skills, ability to evaluate information, implement timely decisions and make recommendations that anticipate the costs, benefits, risks, and organizational impact.
  • Cultural sensitivity and competency, which is essential in serving economically disadvantaged, diverse populations, including homeless and special needs households, with a particular focus on households that often fall through the community-based safety net.
  • Ability to establish and maintain effective working relationships with staff, executive and senior leadership, legal representatives, and the general public.
  • Proficiency with MS Office to include Word, Excel, Outlook, and database software.

  • Special Requirements:
    • Consent to and pass a driver's and criminal records background check.
    • Must possess a valid driver's license to regularly travel between work sites as required or have an alternative reliable mode of transportation. Must have an acceptable driving record at time of appointment and throughout employment.

    Salary & Benefits:
    Salary range is $131,486.00 to $202,486.10 with a midpoint of $166,985.59. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market. Salary is negotiable.     Work Environment:
    After initial onboarding, this role will have the opportunity to work remotely in accordance with the KCHA's flexible work arrangements; however, remote work conditions will be reviewed on a regular basis based on business and program need. The ability to report to the Central Office in Tukwila will still be required on occasion. Some local travel may be required to support KCHA business needs.
