A Brief Overview
Leads and manages all aspects of multiple, large and highly complex information technology (IT) projects for delivering application solutions to the Canadian business. Develops and implements best practices and tools to support business growth and deliver quality service to users. Sets goals and metrics, determines future opportunities for change/improvement, assigns priorities based on business needs and manages IT teams. Key contributor to the development of IT policies, procedures, standards and controls. Ensures alignment with the Global IT organization through a matrix reporting relationship. Supports IT related business planning and requirements including, but not limited to, budgeting, scheduling and workload planning. Participates on the Global IT extended leadership team which functions to oversee Global IT stewardship and collaboration. Accountable for the health of the Canadian systems and applications.
What you will do

  • Lead multiple, large and highly complex projects and/or technology initiatives and apply innovative solutions to systems, software, programming, and/or applications problems.
  • Coordinate with IT Infrastructure & Security Operations to identify infrastructure needs specific to Canadian applications and to manage change in the environments.
  • Review and analyze the effectiveness and efficiency of existing applications. Develop and implement strategies to improve or upgrade the applications and systems.
  • Lead the design, development, implementation and coordination of system policies, procedures and processes.
  • Plan and facilitate continuous improvement and monitoring of the core processes and servers.
  • Collaborate with local management and IT financial controllership to develop the annual IT budget.
  • Ensure that the budget adheres to the established goals, objectives, and guidelines and monitor progress against budget.
  • Conduct appropriate and dynamic workforce planning and manage headcount to ensure departmental objectives are met.
  • Communicate project-related expectations effectively to project managers, business owners, sponsors, team members and other stakeholders clearly and succinctly, and manage those expectations.
  • Maintain strong relationships including regular communication with Global IT to ensure alignment and consistency in application of best practices and use of technology. Act as the key liaison across all functional areas, the information technology department and outside vendors.
  • Provide leadership, challenging development opportunities and mentoring for direct reports to develop their careers with RGA, in line with RGA's culture and values. In conjunction with direct reports, establish performance measure to ensure optimal performance of associates.
  • Make the team implicated and empowered in the department roadmap.
  • Perform management duties including, but not limited to, hiring, training, evaluating, coaching, and disciplining direct reports.
  • Mentor, train and develop staff to assume increasing levels of responsibility. Foster a positive and engaged work environment.
Qualifications
Required:
  • Bachelor's degree in arts/sciences (BA/BS) in computer science, business administration, or other related field or equivalent work experience
  • 10+ Years of experience in the field of IT including 3 to 5 years of direct experience in software development and processes or programming design and systems management
  • 8+ years of direct experience in IT project management and change management, including all aspects of process development and execution
  • 10+ Years experience in insurance, reinsurance or finance
  • 5+ years management experience. Proven people management skills and management expertise to build and lead, mentor, and develop a professional team; including the ability to delegate key areas of responsibility.

  • Excellent oral and written communication skills including presentation skills, drafting executive summaries; demonstrating the ability to convey information/complex rules in a way that is meaningful and well received by stakeholders and team members.
  • Demonstrated interpersonal skills; ability to liaise and build professional relationships with various departments/groups/stakeholders.
  • Knowledge of Six Sigma and/or other quality improvement processes
  • Knowledge and experience with the application of technology to support complex information management and knowledge management requirements. Highly advanced ability to adapt to new methods, work under tight deadlines and stressful conditions.
  • Proven skills in change management, facilitation and decision-making guidance with expert ability to implement change within the IT area, ensuring understanding, participation, and ownership.
  • Expert skills in managing multiple projects and/or sub-teams simultaneously.
  • Problem solving skills - solution driven individual.
  • Advanced skills for questioning and improving analytical capabilities.
  • Expert persuasion and negotiation skills when working with internal/external clients to resolve issues/problems.
  • Advanced MS Office suite - Excel, Word, PowerPoint, Access
  • Experience in business process modeling.
Preferred:
  • Previous experience working in a global, matrix organization.
  • MS Project, SharePoint
  • Java, Spring 5.x, Hibernate
  • Master's degree in arts/sciences (MA/MS) in computer science or business administration Preferred

Compensation Range:
$120,375.00 - $179,365.00 Annual
Base pay varies depending on job-related knowledge, skills, experience and market location. In addition, RGA provides an annual bonus plan that includes all roles and some positions are eligible for participation in our long-term equity incentive plan. RGA also maintains a full range of health, retirement, and other employee benefits.
