What We're Looking For: We are seeking a seasoned professional with a background in providing policy and operational oversight to serve as Program Management Section Chief for the Office of Strategic Health Policy. Position Summary
This position is responsible for overseeing and strategically aligning efforts relating to the benefit programs administered by ETF on behalf of the Group Insurance Board. The Office of Strategic Health Policy is responsible for policy and administrative functions related to the state and local government health, dental, and pharmacy benefit programs, life insurance programs, wellness program, and the Chapter 20 payroll deduction plans. The position will have a primary focus on strategic planning, contract negotiations, and program effectiveness evaluation. This position will also manage resolution of program operational problems referred by other business unit managers, supervise lower-level staff, and develop procedures to carry out all Office programs. The position will also assist the Director as a liaison between the programs and outside entities such as third-party administrators, internal audit teams, participating employers, and other external contacts as needed.

Salary Information
This position is in classification Trust Funds Director (pay schedule/range 81-02), with an annual salary up to $112320, plus excellent benefits.
Pay for current and new state employees will be set in accordance with the Wisconsin State Compensation Plan in effect at the time of appointment.

Job Details
ETF offers hybrid remote/office workIf interested in hybrid remote/office work, this can be discussed in more detail during the interview process. The selected employee(s) must report to ETF's office on the first day of employment. In addition, the employee may need to report to ETF on short notice as operational needs require. All employees are expected to be headquartered and work within the state of Wisconsin.
ETF does not sponsor work visas. Any appointment made will be contingent on the applicant being able to prove valid status to work in the United States.

Qualifications
Minimally Qualified candidates will have experience in all the following :
  • Leading and/or overseeing the work of others (e.g., training, coaching, assigning and prioritizing duties, reviewing work, providing feedback, etc.).
  • Leading a team that researches and recommends program or policy changes
  • Developing and implementing programs, policies, or processes.
  • Leading the negotiation and administration of long-term contracts.
In addition, Highly Qualified candidates will also have experience with some of the following :
  • Leading the design or implementation of employee benefit plans or other insurance benefits.
  • Leading the development and implementation of strategies for program improvement (e.g. sustainability, scalability, modernization, streamlining, etc.)
  • Formal, direct supervisory experience (e.g. hiring, evaluating performance, discipline, etc.)
