Tri-Cities Community Health (TCCH) is looking for an Application Support Manager who has a passion for helping others. As a community health center, located in southeastern Washington, serving Pasco, Kennewick, Richland and the surrounding communities.

Who are we? Our community health center began as a modest sized medical clinic in Pasco, Washington in 1981. The clinic was founded by a small group of women in the Pasco community who saw the need to serve low income community members who could not afford to pay for Healthcare.
Tri-Cities Community Health has grown into a comprehensive non-profit Federally Qualified Health Center (FQHC) where we have evolved into a network of community health centers that continue with the foundation TCCH was built on and serve an even more diverse population in the Tri-Cities and surrounding areas.
Description: The role of the Applications Support Manager is to ensure the effective and efficient use of all enterprise software applications by ensuring technical and functional support to team members, business units, and clinical areas. The Manager plans, coordinates, directs, designs, and implements all application based initiatives for TCCH. This position leads a team responsible for the operational implementation, support, and issue resolution for all enterprise applications. The Manager works closely with decision makers across the organization to identify, recommend, develop, implement, and support technology solutions.
Essential Functions: - Work with business leaders to define business and systems requirements, recommend solutions, and implement plans.
- Regularly solicit feedback across the organization to ensure that applications are meeting business needs and implement plans to address any roadblocks or system functionality gaps.
- Develop best practices for application maintenance and coordinate update schedules to ensure efficient and effective implementation with minimal disruption to users.
- Develop and oversee the planning, testing, and deployment for all related upgrade and enhancements, ensuring TCCH is current on product releases.
- Designs and manages the application training plan for all users based on department, role, and business need, including refresher training at scheduled intervals.
- Develops performance standards, benchmarks, and service level agreements, and ensures they are being met by the team.
- Provide guidance, direction, and training to staff, facilitating their development into subject matter experts for each application.
- Develops appropriate reporting methodologies to acquire and manage data.
- Works effectively with vendors in fully understanding their technology and how it can meet the present and future needs of TCCH.
- Reviews and evaluates alternate technology that will meet the needs of the user with competitive costs.
- Protects confidential data and company resources.

Requirements
Minimum Education and Work Experience: Bachelor's degree in Information Systems Management, Computer Science, Business Administration, Health Administration, Public Health, or related field plus five years of experience with clinical software systems, and three years of progressively responsible leadership experience OR any combination of education and experience which would provide the candidate with the desired knowledge, skills, and abilities to perform the job.
Preferred Work Experience: Preferred experience in or exposure to DICOM or HL7 interfacing.

Required Skills, Knowledge, and Abilities: Expert project management skills. Proficient skills in complex problem-solving and consultation. Ability to communicate effectively to a wide variety of audiences verbally and in writing, including the ability to break down complex information to ensure understanding. Knowledge of database structures, data definitions and data relationships, including an understanding of basic information systems concepts and processes related to data definition, system integration (interfaces, etc.), software upgrades and installation, and end-user support. Proficient knowledge of software development lifecycle.
Physical Requirement: While performing the duties of this job, the employee is regularly required to talk or hear. The employee regularly is required to stand, walk, sit, use hand to finger, handle or feel objects, tools, or controls; and reach with hands and arms. The employee frequently lifts and/or moves up to 10 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.
