Salary : $67,516.80 - $110,593.60 AnnuallyLocation : Santee, CAJob Type: Full Time Permanent EmployeeJob Number: 2025-00002Department: Advanced Water PurificationDivision: Advanced Water PurificationOpening Date: 02/04/2025Closing Date: 2/23/2025 11:59 PM Pacific Description The East County Advanced Water Purification Program is looking for 3 mechanically inclined, driven, self-starters to be our next AWP Mechanical Technicians.Incumbents are responsible for overseeing and providing maintenance for a 16 MGD Water Reclamation Facility (WRF), associated Solids Handling Facility (SHF), Energy Recovery Facilities (ERF), a 12.5 MGD Advanced Water Purification (AWP) facility, appurtenant wastewater pump stations and conveyance facilities, product water pump station and conveyance facilities, and remote dechlorination facility. Essential Duties Provide scheduled maintenance inspections and repairs. Maintain a record of service cycles and other maintenance activities conducted. Maintains preventative maintenance records, reports, and files as required. Coordinates with Supervisor and Planner/Scheduler to perform and document work daily.Performs basic plumbing, masonry and carpentry maintenance.Performs routine heating, ventilation, air conditioning (HVAC), boiler and mechanical duties, inspecting, installing or replacing filters, pumps, motors, controls and preventative maintenance.Maintains safety and security of AWP Facilities, inspecting, securing, or replacing fence material, barbed wire, razor wire, pedestrian gates, vehicle gates, vehicle gate motors, camera systems, and access control systems.Oversees and performs maintenance, repairs and construction of irrigation systems including timers, pumps, pressure regulators and electronic valves.Oversees and performs maintenance, repair, construction, general housekeeping and cleaning of building/facilities including HVAC, plumbing, doors, floors, windows, walls, lighting, laboratory and associated appurtenances.Repairs, maintains, installs, inspects, troubleshoots, and adjusts a variety of mechanical equipment at treatment facilities. Equipment includes pumps, blowers, centrifuges, compressors, scrapers, hydraulic controls, rotary drum thickeners, collectors, boiler systems, grit handling systems, gear boxes, belt, chain and screw conveyors; flare and related equipment.Performs mechanical maintenance, repairs, and rebuilding of shop, field and plant equipment used in wastewater and advanced water treatment plants, pump stations, chemical feed systems, and collection systems. Maintains, installs, inspects, and repairs a variety of pumps, such as centrifugal, positive displacement, and screw; services, lubricates, and maintains chemical feed and processing equipment; determines excess wear and pump efficiencies' follows preventative, corrective, and predictive maintenance practices.Maintains, installs, inspects, and repairs piping and tubing systems; installs, removes and repairs larger pipes and valves; modifies or assists in modifying existing piping systems. Uses hand and power tools such as grinders, saws, jacks, welders, hydraulic presses and pullers, pipe threaders, assists with inspection, testing and measurement of equipment and material using precision instruments such as scales, height and depth gauges, calipers, and micrometers of various types.Uses personal computer to perform computerized maintenance management (CMMS) tasks and specialized functions as directed.Prepares and paints plant equipment, pipes, tanks and structures.Plans, coordinates, constructs/installs small and large pumps, motors, valves, and appurtenance.Performs planning tasks, keeps records of work performed, and provides estimates of labor and material necessary for the performance of the work. Conducts research on asset repair/replacement prices and supplies as directed.Performs operational tests on motors, valves and pump stations to determine the condition of equipment.Performs warehouse functions including storing, palletizing/depalletizing and issuing of material; check stock levels to verify inventory. Maintains spare parts, inventory records, records receipt and issuance of stock. Delivers materials and parts as required.May serve as a member of the confined space rescue team and be SCBA Certified.Coordinates with supervisor, and Planner/Scheduler to perform and document work daily. A Mechanical Technician in Grade 25 is considered a lead employee and will coordinate assigned workload within the maintenance group for their assigned shift.Performs other duties of a similar nature or level, as assigned.Knowledge, Skills, Training, Experience & Licensing Knowledge Required:Materials, methods, practices and equipment used in mechanical maintenance and repair work.Principles of record keeping.Basic principles of valves, pumps, and metering apparatus.Basic MathematicsBasic safety procedures and practices. Skills Required:Ability to operate, maintain and repair a wide variety of equipment and tools used in wastewater treatment and pump station operation.Read, interpret, and apply technical information from manuals, drawings, specifications, layouts, blueprints, and schematics.Ability prepare and maintain accurate and complete records.Resolving problems;Organizational skills;Monitors equipment operation;Uses computers and related software applications;Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.Training/Experience Required:High School Diploma or General Equivalency Diploma (GED); One year of experience in the basic maintenance, repair, and service of mechanical equipment which clearly demonstrates possession of the knowledge and skills listed above;Licensing Requirements:Valid California Driver's License.Forklift Operator Certification within one year of hire.Grade 1 or higher California Water Environment Association (CWEA) Mechanical Technologist Certification within 1 year.In order to be promoted to Grade 25L, a California Water Environment Association (CWEA) Mechanical Technologist, Grade 3 is required. Supplemental Information As part of the East County Advanced Water Purification Project (ECAWP), Padre Dam is entering into an Administrative and Operating Services Agreement (Agreement) with the East County CAWP Joint Powers Authority (JPA). Padre Dam, as the contracted Administrator and Operator, will provide management, administrative, operations, maintenance and similar or related services for JPA owned ECAWPAWP facilities. The Administrator and Operator functions will require Padre Dam to hire additional personnel for the development period of the project, or until the Agreement to provide those services is otherwise terminated or not extended. Once the Agreement is terminated or expires, Padre Dam will no longer need the additional personnel and will no longer have the funding to support additional personnel. ECAWP Project Funded Employees will be specifically hired as employees for the duration of time that the District is providing Administrative and Operating Services, but those employees may perform any work for the District within their employment classification, not just work under the Agreement. ECAWP Project Funded Employees will be provided the same rights and benefits as other Permanent Padre Dam Employees, and be hired into the same classifications with the same salaries, except with respect to termination of employment if Padre Dam ceases to provide Administrator or Operator services to ECAWP. The current Agreement is for a period of approximately ten years. Health Insurance:Employees have three plans from which to choose. Two HMO plans are 100% paid by Padre Dam for the employee and 90% for all eligible dependents; one PPO plan is partially paid by Padre Dam. Coverage is effective the first of the month after hire. The Employee has option to waive coverage and receive 50% of Padre Dam's cost savings as cash compensation. In order to waive benefits, you must show proof of other ACA eligible coverage. Dental Insurance:Padre Dam pays the total premium costs for the employee and all eligible dependents. Coverage is effective the first of the month after hire. Employee Assistance Program: Employees and their dependents have access to confidential, third-party personal counseling, financial and legal advice. Flexible Spending Accounts:Padre Dam employees may elect annually to set aside pre-tax dollars for reimbursement of medical costs not covered by health insurance and dependent care expenses. Life Insurance:Employee Group Life and Accidental Death and Dismemberment Insurance is provided at 1½ times annual salary with a maximum benefit of $250,000. Dependent coverage of $5,000 is also provided. Total premium costs are paid by Padre Dam for the employee and all eligible dependents. Short & Long Term Disability: Padre Dam provides Short & Long Term Disability for the employee at 66 2/3% of monthly gross income. The Short Term Disability benefit is payable after 31 days and the Long Term Disability benefit becomes payable after the 91st day if there is a qualified disability. Voluntary Benefits:Employees have access to additional voluntary benefits such as Aflac critical illness, Pet Insurance and Identity Theft protection. Employees are responsible for the entire cost of premiums of these plans. Vacation:New employees accrue 12 days per year for 1 to 4 years of service. Additional days are earned with additional years of service. Sick Leave: All employees accrue 12 days per year. Employees who accumulate and maintain a sick leave bank in excess of 240 hours may, on an annual basis, sell back up to 40 hours of unused accrual hours.Holidays: Employees enjoy 12 paid holidays per year.Retirement: Membership is compulsory in the California Public Employees' Retirement System (CalPERS). Benefit formula for new CalPERS members is 2% @ age 62. Benefit formula for classic CalPERS members is 2.5@ age 55.Social Security/Medicare:Employees are covered under provisions of Federal Social Security and Medicare. Deferred Comp Plan: An optional deferred income plan is available which allows current income to be set aside as supplemental retirement savings.Salary Adjustments (2022-2027):Padre Dam provides an annual Cost of Living Adjustment of 3.25% on the first pay period of each fiscal year. In addition, Padre Dam offers a pay for performance merit system. Annually, on the anniversary date of the employee, an evaluation will be done that may include an increase in salary in alignment with performance. Tuition Reimbursement:After the probationary period, employees may apply for tuition reimbursement benefits.
