Job Duties

Do you enjoy working with the public? The Western Tidewater Health District is currently seeking a qualified Public Health Nurse (PHN) to support Home and Community-based services provided by the Health Department. The Western Tidewater Health District services the City of Suffolk, Isle of Wight County, Southampton County, and The City of Franklin. We assist in carrying out the VDH mission by detecting the needs of our community and providing quality care. The PHN Independently provides professional nursing care to patients in clinics, homes and schools and other community or congregate care settings. The successful candidate will work primarily in the City of Suffolk with a focus on Children.

Duties include:Displaying sound independent nursing judgementsPerforming nursing assessments and administering case managementServing on a team involved with community engagement across the Western Tidewater Health DistrictSupporting collaboration with community-based health care providers and community members Provide support to public health emergency planning and response.

The PHN will support activities focused on assessing and monitoring the public's health such as community health needs assessment and community health improvement planning. Must be knowledgeable of social and economic conditions related to public health and public health nursing. Actions performed at this level require licensure as a RN by state code.

THIS IS A WAGE POSITION, limited to working no more than 1,500 hours per agency during the 12-month period of May 1- April 30, regardless of the hire date. All wage employees are limited to working no more than 29 hours per week on average over the 12-month period. This position offers no state benefits.Wage employees are subject to the following conditions of employment:• Wage employees serve at the will and pleasure of the appointing authority.• Continuing employment is based on available funding and business need.• Wage employees are not covered by the provisions of the Virginia Personnel Act. Therefore, they are not eligible for benefits which are provided to salaried employees, such as leave credits, holiday pay, Insurance, access to the grievance procedure, etc.• Once a wage employee works the maximum of 1,500 hours during the Standard MeasurementPeriod, the employee may be rehired as a wage employee of VDH only after the next StandardMeasurement Period has begun.• Wage employees are eligible to apply for all classified positions for which recruitment has been initiated, including those limited to State Employees Only.• If a wage employee becomes employed in a classified position, he/she will be eligible to purchase retirement credit for the time worked as a wage employee.• Continuing employment is based on available funding and business need.

Minimum Qualifications

Requires licensure as an RN in Virginia or compact state. If a new graduate, must obtain RN license within 90 days of the date of hire or subject to termination per the regulations governing the practice of nursing. Requires BLS certification. Requires adherence to all safety policies including a review of immunizations, driver safety policies and all other state policiesCommunicates verbally and in writing, to analyze problems, situations and suggest solutions, leadership, follow directions and establish prioritiesSkills in physical examination, health assessment, and interviewing and counseling techniqueAbility to function independently, prioritize and organize work, solve problems, adapt to change, function as a team member and relate to the publicKnowledge of public health concepts, principles of public health nursing, principles of epidemiology; immunizations; basic nursing science, medical terminology, case managementMay travel and some weekend and/or evening hours may be requiredMust be certified in Basic Life Support (BLS)/CPR

Experience in a public health setting or one related to disease prevention and health promotionExperience working with children and adults in outpatient settingsFamily planning, immunization and sexually transmitted infection clinical experienceExperience with TB management
