As a team member at DuPage County, you will also have access to time off with pay on Designated Holidays or holiday pay if required to work, Vacation time, Sick time and Paid Leave.DuPage County is an Equal Opportunity Employer.RESPONSIBILITIESAssists with the oversight of the Human Resources Department operations and implements policies and procedures for the department.Provides strategic and operational support to the Director of Human Resources.Serves as the Director of Human Resources in his/her absence; provides direction and advice in the resolution of employment problems with department heads and elected officials.Supervises the work of assigned subordinate professional personnel.Recommends hires and promotions, directs and evaluates employment decisions for all assigned positions.Provides interpretation of personnel policies.Researches acts and laws to make recommendations of revisions to existing policies and development of new policies as appropriate and ensures that management, personnel, and employees are informed of changes to policies as needed.Provides guidance with the development and monitoring of recruitment and selection processes for employment with the County and promotes and sustains diversity and equity within the organization.Assists with the development and monitoring expense budget for the Human Resources department.Identifies and initiates training programs as appropriate.Provides support to the administration of the County's compensation plan.Assists with payroll related policies and procedures.Assists with compliance related to State and Federal laws and regulations, including federal and state statutes relating to human resources management to include Family Medical Leave Act (FMLA), OSHA, and Workers' Compensation.Provides support with guidance with internal investigation process in response to workplace concerns, to include intake process, fact-finding and investigations.Prepares special reports and analyses as needed for assigned areas and appropriate committees or departments.Promotes understanding of Human Resources department's role by developing and maintaining working relationships with department heads and elected officials.SUPERVISORY RESPONSIBILITIESExercises supervision of personnel in related area of responsibility.REQUIREMENTS INCLUDECompletion of a Bachelor's degree in Human Resources, Public or Business Administration, or a related field.Eight (8) years of professional Human Resources work.Two (2) years in a supervisory or administrative capacity.The preferred candidate will have :HRIS experience.PHR or SPHR a plus.Labor and Union Relations expertise - proven experience in managing union-related activities, mediations, and collective bargaining.Thorough knowledge of relevant state and federal laws.Experience managing and completing large and/or time sensitive projects.A pre-employment background check is required.PHYSICAL REQUIREMENTSThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job.
