The Bus Transformation Office (BTO) oversees the Better Bus Project, a portfolio of activities at the MBTA aiming to make bus an easy first choice for more travelers. We implement the Bus Network Redesign and Transit Priority Vision, we “tell the story” of what’s happening across the full spectrum of activities, we cast a vision for what a transformed bus network would look like, we measure and share progress against that vision, and we advocate for resources and drive progress across all projects—some of which we directly manage, some of which we don’t. We are building a team culture of mutual respect and trust, centered on a passion for improving bus service at the MBTA.The Transformation Planning team is BTO’s internal support, planning, analysis, and administrative shop. The team is building up in-house capabilities for generating internal and public-facing maps and communications materials, modeling operational and human impact of routing and service change alternatives, decision support analysis for executives, evaluating projects for Bus Network Redesign and Transit Priority, consolidating systemwide data on bus stop attributes and plans, and striving toward total alignment of bus data sources and standards.The Deputy Director of Bus Transformation Planning will lead a team of in-house analysts specialized in transportation analysis, project evaluation, GIS, project and budgetary controls, and bus rider journeys. You will develop project evaluation standards and apply them consistently across the BTO portfolio of projects to show what worked, why, what we can improve, and measure the impact. You will deliver quality products enabling senior executives to make informed, data-driven decisions impacting the entire MBTA bus rider and operator populations. This role offers an exciting opportunity to lead the MBTA’s efforts to render a full picture of bus routes, bus stop amenities, bus stations and terminals, bus lanes, transit signal priority, signage, garage facilities, the fleet, and the rider experience. You will bring your team’s products to light by reporting on trends, key performance indicators, and show how projects and metrics intersect with contracts, cashflows, and multi-year budgets.Key Responsibilities:
Manage, mentor, and build the Bus Transformation Planning team. Ensure effective onboarding, provide team members with the tools to do their jobs, give clear guidance on analysts’ priorities and scope, mitigate single points of failure, ensure the team delivers on its commitments to other departments.Develop in-house analytic capabilities to provide on-demand services in support of MBTA bus service planning.Establish and implement simple, scalable, and transparent request intake processes that enable efficient and effective prioritization, development, delivery, and handoff for Better Bus Project stakeholders.Foster an inclusive team culture that emphasizes mutual respect, open communication, staff empowerment, and funneling passion for transforming bus into quality products.Set quality standards for the team, be transparent in managing stakeholder expectations for timeliness, and drive continuous process improvement by documenting and socializing lessons learned and associated actions.Compile, analyze, and report on status of analysis projects, metrics, schedules, contracts, and grants within the team’s portfolio at weekly, monthly, quarterly, and annual intervals; and support executives and external communications in generating reports at the same intervals.Financial Management:
Maintain financial controls and fulfill reporting requirements for BTO’s financial portfolio. Ensure that each significant project has a funding plan, scope, and schedule, and that the team administers funding and pays invoices responsibly and efficiently.Seize opportunities to advance adoption of quality-controlled data sources, and for best practices in data management and architecture across the MBTA.Prepare project-related correspondence, reports, charts, and presentations utilizing Microsoft suite or analytic software used by the team.Prepare materials about changes to bus service and infrastructure that are easily communicable to MBTA teams for Press Releases, Web Pages, and Public Meetings.Support the Director in development of a 3-year roadmap and vision for Better Bus Shared Services.Represent the MBTA and Bus Transformation Office through clear, concise, and timely communications, including in public forums such as Council meetings, public engagement events, and presentations.Organize and prioritize workload, and proactively identify project requirements.Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.Visit work sites and/or attend off-site meetings throughout the MBTA service area.Directly support multiple teams across the breadth of Better Bus Project activities, including Bus Network Redesign, Transit Priority, Service Planning, Bus Operations, and other stakeholders.Minimum Qualifications:
A Bachelor's degree in finance, government, business, economics, computer science, analytics, or related field.Five (5) years full-time (or equivalent part-time) experience working in project management, transportation planning, continuous improvement, data analysis, data science, and/or finance.Two (2) years of experience supervising and managing personnel.Demonstrated data-driven decision-making skills and a willingness to make test-and-learn hypotheses.Effective organizational, analytical, confidentiality, quantitative, writing, multi-tasking and time management skills; and instilling the same in others.Proven track record as a consensus-builder and problem-solver of poorly defined issues.Demonstrated success working across multiple departments and guiding projects without having direct supervisory authority over all the staff involved.Excellent verbal and written communication and presentation skills with ability to obtain buy-in with key stakeholders at all levels of the organization (with both technical and non-technical audiences).Substitutions:
A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.An associate degree from an accredited institution with an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.A master’s degree in a related subject substitutes for two (2) years of general experience.A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.Preferred Experience and Skills:
