Position Summary:
The Sr. Manager of Incident Command is responsible for the administration and operation of Harris County Universal Services emergency management program. This includes the management and coordination of Harris County resources and activities designed to address all aspects of threats, hazard events, natural disasters, planned events and all other emergencies. This position develops the strategic direction necessary for the County to be prepared, equipped, trained, and ready to deal with the outcomes of disasters as well as mitigate the effects and recovery from the impacts. An ideal candidate will be a collaborative, innovative, and experienced leader with a demonstrated commitment to emergency preparedness, emergency operations, and community resiliency.
Duties and Responsibilities:
- Provide leadership and collaboration on the oversight and execution of Harris County Universal Services Comprehensive Emergency Management Plan and act as a direct liaison to Houston.
- Day to day includes writing, research, meeting facilitation, presenting, training, evaluating, and maintaining Universal Service’s All Hazards preparedness documents, and synthesizing complex concepts into understandable formats.
- Accountable as Communications Unit Leader (COML) & Information and Communications Technology (ICT) branch leader by designing, protecting, ordering, managing, and ensuring the installation, maintenance of all communications systems and IT infrastructure to support incident response and recovery.
- Develops strategic direction necessary and advise executive leadership on all matters pertaining to disaster readiness and response capabilities.
- Plans and executes the Rehearsal of Concept (ROC) contingencies to deliver uninterrupted services to Harris County departments, offices, and response teams during an all-hazards event, including any essential tabletops needed each year.
- Works closely with fellow Universal Services Chiefs and Directors, other Harris County Departments, and liaises with local, state, and federal agency partners when required.
- Create and oversee Universal Services Continuity of Operations Plan (COOP), to highlight how US essential functions will be sustained which includes an infrastructure failover plan.
- Leads effective and efficient operations. Manage "best in class" administrative and operational functions that demonstrate excellence in budgeting and fiscal management; program and project planning; renegotiation of contracts (Fiber Town) and system-wide maintenance; and technology.
Education:
- Bachelor's Degree required
Experience:
- Seven (7) plus years direct work in emergency management capacity in combination of comparable education, training and/or experience in public safety, or emergency management supervisory role.
Certifications:
- Emergency Management Professional Program (EMPP), Texas Emergency Manager (TEM)
