About the Department:
The Office of Research, Innovation, and Economic Impact (ORIEI) collaborates with Mason's senior leaders including the President, Provost, and Deans to set the vision and goals for research and innovation for the university. ORIEI serves as a central resource to support and enhance university research, creative activities, innovation, and entrepreneurship functions in cooperation with other campus units and external stakeholders. In doing so, ORIEI advances George Mason University's essential teaching, research, and public service missions. This administrative office is organized into three interdependent units.
About the Position:
The Facility Security Officer (FSO) is a requirement under 32 CFR Part 117 for cleared facilities. The FSO manages the classified program at Mason.
Responsibilities:
- Manages George Mason’s security program in accordance with the NISPOM (32 CFR Part 117);
- Administers day-to-day security operations, including physical security controls, personnel processing, program reviews, visitor control, document control system, violation investigations and reports, receipt/dispatch/destruction/mail logs, visit authorization requests, and end-of-day checks;
- Personnel Security:
- Initiates personal security clearances and maintains all records related to clearances;
- Develops and establishes an effective security awareness, training, and education program;
- Conducts all required reporting to the U.S. Government, including foreign travel and incident reporting; and
- Conducts initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings, as appropriate, and tracks annual training requirements and requirements of cleared personnel.
- Maintains university security policies and procedures, security records, and DD254s;
- Oversees the insider threat program and participates on the insider threat program working group;
- Responds to U.S. Government inquiries related to George Mason’s security program;
- Participates in self-inspections and annual assessments;
- Serves as a COMSEC custodian (or Alternate custodian) and assists with or performs semi-annual material inventories, as required; and
- Supervises Assistant FSO and Information Systems Security Manager.
Required Qualifications:
- Master’s degree in Business, Engineering, Computing, or closely related field or equivalent combination of education and experience;
- Considerable experience (typically 3+ years) as an FSO/AFSO;
- Supervisory experience;
- Experience interpreting the NISPOM and other relevant DoD security guidance;
- Experience using DoD systems such as DISS, NISS, SWFT and NCAISS;
- Thorough working knowledge of the NISPOM and other relevant DoD security guidance;
- Knowledge and experience with DoD systems such as DISS, NISS, SWFT and NCAISS;
- Excellent communication skills (speaking, writing, and listening), including the ability to provide clear guidance to cleared personnel and draft documentation such as DD254s, security procedures, and training materials;
- Demonstrated organizational skills working in a multi-tasking environment and the capacity to track and manage multiple technical artifacts and tasks in parallel;
- Demonstrated commitment to security, integrity, and ethics, including the ability to properly handle personal, confidential, and Privacy Act information;
- Ability to answer after-hour alarms;
- U.S. citizenship;
- Active Top Secret security clearance and ability to meet eligibility requirements for access to SCI; and
- FSO certification.
Preferred Qualifications:
- Experience developing and implementing OPSEC, SOPs, and emergency action plans;
- Experience submitting SCI Nomination packages;
- COMSEC Custodian experience;
- Experience managing SCI programs;
- Experience with SCIF construction and accreditation;
- Experience with security-in-depth and open storage areas (formerly closed area) (DCSA Form 147);
- Knowledge of Access Control and Intrusion Detection Systems;
- Ability to manage SCI programs; and
- COMSEC Custodian certificate.
