Air Quality Project Manager (Air Compliance/Air Permitting)

Our client, a reputable engineering consulting firm, is seeking a dynamic and experienced Air Quality Project Manager to join their Environmental Services Department at their headquarters in Houston, TX (West Houston-Westheimer Rd).

Key Responsibilities:

  • Lead the Air Quality team in preparing comprehensive air permit applications, including developing permitting strategies, project descriptions, and conducting BACT and regulatory analyses. Collaborate closely with clients to ensure applications and resultant permits align with their specific needs.

  • Review environmental reports, permits, applications, and related materials to provide clients with strategic guidance on regulatory compliance, ensuring adherence to all relevant permits, rules, and regulations.

  • Effectively communicate complex scientific and technical information to project teams, client organizations, and regulatory agencies through well-crafted written reports and engaging presentations, blending business acumen with technical expertise.

  • Assist clients in coordinating with agencies for permit acquisition and ongoing compliance, facilitating smooth interactions and successful outcomes.

  • Develop detailed scopes of work and accurate cost estimates for client air quality permitting and compliance projects, ensuring clarity and precision.

  • Manage the quality, scope, timeliness, and financial aspects of projects, delivering excellence within budgetary and time constraints.

  • Efficiently manage time to support multiple projects simultaneously, demonstrating strong organizational skills.

  • Partner with other staff members to maintain and develop robust client relationships, fostering trust and long-term collaboration.

  • Engage with project teams across various assignments, promoting a cohesive and supportive work environment.

Qualifications:

  • Bachelor's or Master's degree in Engineering, Chemistry, or a related science field.

  • Minimum of 5 years' experience in environmental consulting, with a focus on air quality permitting and compliance.

  • Strong written and oral communication skills, capable of conveying complex information clearly and effectively.

  • Demonstrated understanding of EPA and TCEQ air regulations and practices; experience with other state and local agencies is advantageous.

  • Familiarity with refining, chemical, and other industrial process operations.

  • Experience with PBRs, Title V, PSD, and nonattainment permitting processes.

  • Proficiency in emissions calculations and related methodologies.

  • Active participation in local and regional trade associations is preferred.

  • Ability to effectively engage with clients and regulatory agencies, demonstrating professionalism and expertise.

  • Proven experience in building client relationships and articulating regulatory requirements clearly.

  • Track record of managing projects to achieve client satisfaction and internal profitability goals.

  • Exceptional time-management, analytical, and interpersonal skills.

  • Aptitude for adapting environmental concepts, permit terms and conditions, and regulations across multiple industries, markets, and geographies.

  • Professional presence with solid decision-making skills.

  • Ability to work effectively in team settings and establish strong relationships with other teams on overlapping client projects.

  • Proficiency with MS Office Suite (e.g., Word, Excel).
