Background Information:

Innovative Defense Technologies (IDT), provider of automated software testing, data analysis, and cybersecurity solutions for complex, mission-critical systems in the US Department of Defense (DOD), is seeking an Alternate Facility Security Officer (AFSO) to be based in our Fall River, MA office.

Overview:

The AFSO will support the Facility Security Officer (FSO) with all security functions related to personnel, facilities and infrastructure in accordance with the 32 CFR 117 and National Industrial Security Program Operating Manual (NISPOM). The AFSO will be responsible for administering, executing, and ensuring organizational compliance to Department of Defense (DoD), Defense Counterintelligence and Security Agency (DCSA) and company regulations, policies and procedures governing the protection of DoD classified and non-classified information. This role requires full-time presence onsite at our Fall River, MA office.

All applicants must currently possess an active U.S. Security Clearance.

Responsibilities Include:

  1. Review, submit, process, and maintain personnel security applications (SF86s) with the Defense Counterintelligence and Security Agency (DCSA) within IDT required timelines for execution.
  2. Responsible for clearance management tracking and provide status updates to employee, PL, FSO and CSO.
  3. Manage the Defense Information System for Security (DISS) and National Background Investigation Services (NBIS) subject records for cleared personnel under MA cage code and other IDT cage codes to assist other FSO’s as necessary.
  4. Manage/assist FSO in preparation for DCSA assessments.
  5. Conduct semi-annual self-inspections using the DCSA handbook and provide relevant and timely corrective actions to any self-inspection findings.
  6. Conduct/assist FSO with monthly facility inspections and random baggage checks.
  7. Assist with Open/Close procedures as it pertains to use and configuration of any combination lock accessing Classified areas.
  8. Maintain the shipping receipt/dispatch process, storage and maintenance of classified materials utilizing the SIMS tool.
  9. Manage the Classified Inventory, proper marking, storage and tracking in accordance with DOD 5200 manuals.
  10. Process and verify Visit Authorization Requests (VARs) for cleared employees and incoming visitors.
  11. Conduct briefings and maintain security education and training records for cleared employees.
  12. Oversee and maintain security intrusion detection and access control system.
  13. Provide backup to support the function of the resident FSO as a responsible security representative.
  14. Collaborate with other FSO’s to effectively manage the security program.
  15. Assist the FSO, CSO and the Insider Threat Program Senior Official (ITPSO), ensuring that insider threat awareness is addressed.
  16. COMSEC Custodian/Account Manager.
  17. Assist in incident response, data collection and providing proper DCSA notification.
  18. Collaborate with the ISSM/ISSO roles as they relate to the classified security program.

Minimum Required Qualifications:

  1. Bachelor’s degree in a relevant field.
  2. 3+ years experience, preferably in a security position for the government or government contractor (e.g. FSO or Assistant FSO, ISSM, ISSO, Security Officer).

Required Skills:

  1. Working knowledge of DISS / NBIS / SIMS / eAPP/ NISS / STEPP / e-QIP.
  2. MS Office applications.
  3. Ability to administer develop policy and procedure when necessary.
  4. Working knowledge of DOD security manuals, directives, and Executive Orders (32 CFR 117, NISPOM, DAAPM).
  5. Understanding of the Access Control process for cleared individuals to active DoD Classified Areas.
  6. Familiar with Controlled Unclassified Information security requirements.

Preferred Skills:

  1. Experience with Alternative Compensatory Control Measures is a plus.
  2. Experience with Classified information systems process and procedures for cleared personnel.
  3. Familiar with Export Control requirements.
  4. Exceptional record keeping.
  5. FSO Certification for possessing facilities is a plus.
