Job Description
The Director of Construction and Project Management will report to the Vice President of Facilities Planning and will provide leadership for the planning, implementation and evaluation of construction resources and services in accordance with CNMC policies, procedures and practices as well as accepted professional standards. Will be responsible for capital and operating budget preparation and management for construction services. Will provide project management services for assigned construction projects and activities and will ensure timely and effective communication and documentation with internal and external customers, as well as contractors related to construction initiatives. The Director will develop project plans/schedules, assign tasks to project resources, oversee project communications and facilitate meetings with stakeholders and vendors. Will manage project budgets and resources. Will negotiate contracts and oversee contractors. Will work with the Directors of Facilities Space Planning and the Director of Facilities Management to help coordinate schedules, finance and logistical matters. Will provide on-going communication with project team, vendors, and all constituents.
Qualifications
Minimum Education
Bachelor's Degree (Required)
Master's Degree Related field or MBA (Preferred)
Minimum Work Experience
10 years Progressively responsible experience in overseeing construction projects and leading health care facilities renovations/expansions (Required)
Required Skills/Knowledge
Expertise in construction project management, financial analysis, problem solving, change management, and customer service skills. Knowledge of all applicable legal, regulatory, and policy requirements.
Comprehensive knowledge of healthcare development and facility planning strategies, techniques and methods.
Strong analytical skills to collect information from diverse sources, apply professional principles in performing various analyses, and summarize information and data.
Prior experience and ability to lead a high performing team.
Advanced negotiating/diplomatic skills and expertise in providing technical assistance on facility development issues.
Ability to multi-task, excellent organizational skills and budgetary skills.
Demonstrated leadership and management skills. Excellent written and verbal communication.
Knowledge of job-related computer software applications such as CAD, MS Project, Microsoft Excel, Word and PowerPoint.
Required Licenses and Certifications
Certified HealthCare Constructor (CHC) (Preferred)
Project Management Professional (PMP) or other relevant certification (Preferred)
Functional Accountabilities
Project Management
- Establish schedules, timelines, milestones and budget for construction and related projects.
- Facilitate timely completion of initiatives and communicate variances from timelines.
- Ensure regulatory compliance for all construction projects.
- Independently manage projects to completion and close-out.
- Evaluate project staffing to ensure appropriate skill mix and number; recommend plan for internal and external resource utilization for cost effective project completion.
- Identify and resolve obstacles/barriers to success and risk associated with projects.
Communication
- Communicate status of construction projects to key stakeholders.
- Facilitate involvement of Safety Officer, Infection Control Officer and others as appropriate to ensure safe environment for staff, visitors as patients.
- Keep accountable executives/project Leadership informed of progress, barriers, etc.
- Liaison with Engineering, Legal, IT, Biomed, Materials Management, Security, Finance and other key departments related to construction projects.
- Coordinate with Director of Facilities Space Planning in connection with space requests and associated communication with key stakeholders and leaders.
Budget & Financial Management
- Lead financial planning and budget preparation for department and construction projects including both capital and operating expenses.
- Manage project budgets to ensure capital and operating expenses are controlled and changes managed.
- Monitor budgets and report variances.
- Develop recommendations to meet budget requirements.
- Negotiate contracts and ensure compliance with organizational RFP requirements.
- Develop cost effective space management solutions in alignment with the Facility Master Plan and organizational strategic plans.
HR & Relationship Management
- Hire, train, develop and direct assigned staff to meet departmental objectives.
- Ensure performance evaluations, medical requirements and all other organizational circuit breakers for all staff are complete and on time.
- Monitor staffing plans/schedules to optimize productivity and ensure quality services.
- Establish, build and sustain professional contacts for the purpose of building networks of people with similar goals that support similar interests.
- Develop staffing plans/schedules to optimize productivity and ensure quality services especially for projects where patient care must continue uninterrupted during the project.
- Assist in development of HR plans for the department including development, selection, compensation and corrective actions.
Operations Management
- Ensure efficient operation of construction projects and space planning requests.
- Facilitate ongoing information system development, implementation and monitoring for enhanced construction project management, document management and long term project archives.
- Develop reports in a timely manner for leadership review of key construction activities; ensures availability of data for decision making.
- Ensure departmental policies and procedures are updated and enhanced to meet ongoing organizational needs.
- Participate in development of departmental goals and objectives including performance standards.
- Ensure compliance with CNMC policies and procedures and regulatory standards.
