The Town of Castle Rock's Division of Innovation and Technology (DoIT) plans and maintains the Town's information systems. Employees in this division are dedicated to improving business processes and prioritizing technical projects according to the Town's strategy and goals.
Essential Duties & Responsibilities:
  • Oversees, directs and coordinates all activities of the Division of Innovation and Technology and also develops and implements Townwide technology strategies and procedures that are secure and promote solutions to support Townwide goals.
  • Evaluates changing technologies that improve services, contain costs and meet Town goals.
  • Consults with and advises Town departments on information technology management needs, challenges and opportunities.
  • Prepares and manages annual budgets to support strategies and proposals. Procures products and services through proper management of purchasing, contractual obligations, and funding oversight. Provides vision, strategy and leadership for all technology investments.
  • Facilitates, prepares and manages a five-year strategic plan, updated annually to reflect changes, trends, project scheduling, and staff resources and justification.
  • Builds and drives standards across the organization to provide common management objectives and the most efficient and cost-effective technology environment possible for the Town.
  • Establishes and enforces policies, procedures and standards to guide and direct the use of technology across the Town. Provides methods for the measurement of technology systems performance and customer satisfaction.
  • Monitors projects of staff. Helps identify projects, define resource requirements, set project completion dates, and track task progress. Creates methods to ensure timely solutions to problems while maintaining a committed level of service to all users.
  • Performs other duties as assigned or required.
Minimum Qualifications:
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education: Bachelor's degree in Computer Science or in a closely related field
Experience: Ten (10) years of progressively responsible experience in the field of information technology, including a minimum of five (5) years of supervisory experience; or an equivalent combination of education, training, and experience
Knowledge, Skills, and Abilities:
  • Ability to work independently, with limited supervision or direction. Exercise direct supervision over professional, technical, administrative, and supervisory staff.
  • Ability to build, supervise and direct a high-functioning team of professional staff and ensure they are adequately trained, scheduled and accountable to perform their designated responsibilities. Knowledge of principles and practices of supervision, discipline, leadership, mentoring and training.
  • Strong analytical skills and problem determination and resolution experience in high-stress environments. Ability to prioritize work and problem solve to accomplish competing objectives while meeting deadlines.
  • Thorough knowledge and understanding of trends and best practices related to technology in local government.
  • Ability to demonstrate solid judgement and the utmost level of confidentiality.
  • Excellent communication skills, both verbal and written, and an ability to communicate across the spectrum of Town staff, elected officials, and vendors.
  • Broad-based knowledge of information technology gained through both education and/or experience in the industry.
  • Demonstrated commitment to customer service.
  • Able to see the big picture and translate into action to produce results.
Physical Demands:
  • Sedentary work for long periods of time
  • Occasional physical work including ability to move and lift equipment weighing up to 50 lbs.
  • Occasional lifting, carrying, walking and standing
  • Occasionally required to use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; and stop, kneel, crouch or crawl
  • Frequent hand/eye coordination to operate personal computer and office equipment
  • Vision for reading, recording and interpreting information
  • Speech communication and hearing to maintain communication with employees and citizens
Work Environment:
  • Works primarily in a clean, comfortable environment
Equipment Used:
  • Uses general modern office equipment, to include, keyboard, 10-key adding machines, and telephones
  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment

Must satisfactorily complete a criminal background check and fingerprint analysis prior to commencing employment.
