Description Leidos Health Mission Solutions Division is seeking an experienced
Business Operations Manager, contingent upon contract award, to support a highly visible Technology (IT) services effort at the Health Human & Human Services (HHS) in Rockville, MD.
This position is contingent upon contract award.
Candidate must be a US Citizen with the ability to obtain a Public Trust Clearance and have lived in the US for the past 3 consecutive years.
Business Operations Manager will be responsible executing the development and maintenance of program and project plans, earned value management measurements, SOP, contingency plans, continuity of operations, and other documentation in accordance with the HHS Enterprise Performance Life Cycle (EPLC). The candidate will seek to develop a detailed Project Plan that outlines a clear and concise technical approach for who, what, when, and how activities, schedule, cost resources, earned value management and performance measures will be performed and managed.
Responsibilities: - Responsible for integrated reporting and customer service administration to configuration management, to seamlessly orchestrate all facets of operations in alignment with HHS EPLC policies.
- Develop, document, and/or update (where existing) Service Level Monitoring and Reporting Procedures that meet HHS requirements and adhere to defined HHS policies.
- Provide both ad hoc and new service level reports as well as service level analytics capability.
- Provide support for identification of an operations and maintenance infrastructure to satisfy the organization and system operational and mission requirements.
- Provide strong team leadership for the development and maintenance of program and project plans, earned value management (EVM) measurements, standard operating procedures (SOPs), contingency plans, continuity of operations plans (COOPs), and other essential documentation, all aligned with the HHS EPLC.
- Develop comprehensive Project Plans that clearly and concisely define the technical approach for project execution. This includes outlining the "who, what, when, and how" of activities, schedules, cost resources, EVM, and performance measures.
- Oversee the implementation and ongoing management of project plans, ensuring all project activities are completed on time, within budget, and meet established performance objectives.
- Facilitate effective communication and collaboration among team members, stakeholders, and leadership.
- Identify and implement strategies to continuously improve operational processes and procedures.
- Monitor and analyze project performance metrics, identify risks and issues, and recommend corrective actions as needed.
- Maintain a deep understanding of the HHS EPLC and ensure all program and project documentation adheres to its guidelines.
- Responsible for conducting IT Engineering Planning for New / Upgraded Site Installation this will include development, update/improve existing and deliver standard procedures for New / Upgraded Site Installations. This includes identifying and documenting available power, physical, environmental, and security constraints to support IT infrastructure operations.
Minimum Education and Experience: - Bachelor's degree or equivalent experience and ten (10+) plus years of prior relevant experience
- Must be a U.S. Citizen.
- Ability to obtain a Public Trust Clearance, and the past 3 consecutive years residency in the US.
- Should have five (5+) plus years of experience overseeing or leading teams or projects.
- Proven track record of successfully developing and implementing project plans in accordance with established methodologies (e.g., PMI framework).
- In-depth knowledge with Earned Value Management and Enterprise Performance Life Cycle (EPLC)
- Experience developing and maintaining of program and project plans, earned value management measurements, SOP, contingency plans, continuity of operations, and other documentation.
- Excellent leadership and communication skills, with the ability to motivate and guide a team.
- Exceptional analytical skills with the ability to interpret complex data and translate it into actionable insights.
- Proficiency in project management software, Microsoft Office Suite, and data dashboarding.
- Strong communication skills, professional, capable of presenting financial and system related information to customer and colleagues with diverse technical backgrounds.
- Ability to multi-task and meet simultaneous project deadlines.
Desired Qualifications:- Experience with working at HHS agencies.
- Familiarity with Site Installation Engineering and VTC Services.
- Knowledge and/or experience in Power BI platform tools.
- Experience with change management processes.
- Experience to support the engineering for the New /Upgraded Site Installation Engineering Services component of Infrastructure Engineering. This will include the Planning, Design, and Installation support needed for a new or upgraded networked supported HHS locations.

Pay Range: Pay Range $108,550.00 - $196,225.00
