About the Role

This job is CONTINGENT upon contract award, client approval, completion of a favorable background investigation, and the ability to obtain and maintain a Public Trust / High Risk clearance. Federal Program - Physician FP/IM
Locations: San Diego, CA / El Centro, CA / Calexico, CA
The Physician will be working alongside uniformed Customs and Border Protection (CBP) Agents/Officers in secured federal facilities along the southwest border of the United States. The Physician will provide frontline medical care for persons in CBP custody.

  • Mastery of managerial and administrative practices, to include expertise in routine management of ambulatory clinic functioning and responsibilities.
  • High degree of independence, initiative, clinical judgment, and follow-through on a wide range of sensitive, complex, and clinical issues.
  • Teaching experience acknowledging a level of expertise and capacity for developing and accessing clinical educational programs.
  • Knowledge of issues confronting the healthcare delivery system, including specific problems and concerns of special population groups.
  • Knowledge of program policies and guidelines, and operating procedures relating to healthcare delivery systems.
  • Knowledge of organizations and responsibilities of all levels of government operations.

  • May be required to serve at various medical units within sector/region or cover rotating on-call coverage.
  • May be required to be available telephonically and/or to report to the medical unit during non-core hours.
  • Serves as the on-site medical authority within the scope of services provided by DHS/CBP.
  • Clinical supervisory authority over advanced practice providers (APPS) (nurse practitioners and physician s assistants) as well as other nurses, certified nursing assistants, certified medical assistants, emergency medical technicians, paramedics, laboratory, and pharmacy.
  • Responsible for developing and coordinating all aspects of healthcare delivery at his/her assigned facility.
  • Provides direct care to patients within discipline Scope of Practice and performs functions in accordance with current accepted practice, licensure, certification, credentialing and or granted privileges.
  • Provides age-appropriate screening, treatment, and patient instruction pertinent to the discipline and facility setting for acute and chronic conditions.
  • Assures appropriate diagnostic and therapeutic tests and services are available, utilized and monitored.
  • Acts as initial reviewer for all outside referrals/consults to specialty services not offered at the local facility.
  • Conducts daily rounds on patients under enhanced medical monitoring as needed.
  • May be expected to respond to and or coordinate response to medical emergencies.
  • Seeks guidance from the Medical Director, Regional Physician Supervisor, Pediatric Advisor, or leadership as appropriate.
  • Collaboratively leads the local medical quality management (MQM) committee and oversees local root cause analyses and quality improvement projects/initiatives in collaboration with the local and national MQM committee. Works closely with the Patient Safety Risk Manager for all MQM oversight and management at the local level at assigned medical unit(s).
  • Leads and attends general staff meetings, providing education to all staff on duty.
  • Performs record keeping functions in accordance with program policies and position.
  • Maintains functional proficiency and ease of use utilizing electronic health records as required by, and appropriate to, position.
  • Completes and passes all discipline specific competencies testing, initially and annually.
  • Completes all initial, annual, and ad hoc training as required/assigned.
  • Maintains patient confidentiality, and confidentiality of medical records, in compliance with the Privacy Act and HIPAA regulations in all work activities.
  • Adheres to, and maintains awareness of DHS and CBP Policies, Procedures, Directives, and Operational Memoranda.
  • Leads, attends, and participates in general/medical staff meetings.
  • Provides emergency care to employees or visitors for life, death, loss of sight/limb.
  • Assists with APP Peer review process, reviewing completed chart reviews, providing education and guidance, assisting with addressing any necessary deficiencies noted. Provides education and oversight to APPs who require extended orientation, training, or refresher. Seeks direction from Supervising Physician as needed.
  • Performs other duties and responsibilities as assigned situations until Emergency Medical Services arrives.
      Qualifications
      • Candidates must have a full, current, and unrestricted license or registration as a Doctor of Medicine (M.D.) or as a Doctor of Osteopathy (D.O.) valid in the location in which the work is performed. Licensure must be maintained current, and any required education, trainings, continued learning to maintain licensure must be completed within the required timeline for completion by the licensing authority. A temporary license will not be accepted.
      • Candidate must not have had any professional licensure or certification withheld, suspended, revoked, or denied, and the candidate must not have surrendered or allowed a professional license or certification to have expired or lapsed because of an investigation or disciplinary action.
      • Candidate must not have been convicted of, pled guilty to, pled nolo contender to, or received probation before judgement for any crime other than a minor traffic violation, the record of which has not been expunged.
      • Current board certification in Primary care to include Family Practice and Internal Medicine, Emergency Medicine, or Pediatrics by the American Board of Medical Specialties (ABMS) or American Osteopathic Association (AOA) approved board. All other board certifications will be reviewed on a case-by-case basis.
      • Basic Life Support (BLS) Certification must be from one of the following approved organizations:
        • American Heart Association (AHA) BLS for health care providers
        • American Heart Association Advanced Cardiac Life Support (ACLS), if applicable
        • American Red Cross CPR/BLS for the professional rescuer
        • American Safety and Health Institute (ASHI) CPR and AED for healthcare providers and professional responders i. Course components must include Adult, Pediatric, and Infant CPR, Foreign Body Airway Obstruction, and Automatic Defibrillator (AED) proficiency
          • Applicant/ Employee must be certified upon hire and may also be a certified instructor
          • BLS/CPR must be renewed prior to expiration date, and always kept in an active status
      • Bilingual in English and Spanish encouraged, but not required.
