Position Summary
The City of West St Paul is accepting applications for an Electrical Inspector.
This position performs difficult skilled technical work applying adopted codes and ordinances to achieve desired outcomes of maintaining public health and safety with regard to the built environment through field inspection, plan reviews, and conferring with contractors, homeowners, architects, engineers, designers, and other staff, and related work as apparent or assigned. Work is performed under the limited supervision of the Building Official. Limited oversight is exercised over Contracted Inspectors in the event of absence (Vacation, PTO).
Primary Duties
  • Performs onsite electrical inspections as required by the Minnesota State Building Code, state Board of Electricity, National Electrical Code, and/or local ordinance.
  • Conducts plan and permit review for code compliance with applicable codes and standards; prepares compliance orders, when necessary, conducts re-inspections and implements appropriate enforcement actions when necessary.
  • Communicates clearly and directly by phone, mail, email, and in-person, answering questions and interpreting codes and ordinances relating to inspection issues, with the aim of providing excellent customer service.
  • Assists in conducting meetings with contractors, owners, architects, engineers, and other inspectors regarding building codes and ordinances relating to new and remodeled construction.
  • Conducts investigations as necessary to resolve complaints on building related matters. Reviews electrical schedules and prioritizes.
  • Supervises other electrical inspectors.
  • Presents a positive image of the city and encourages good communications with the public. Demonstrates a commitment to a belief in the organization's shared values.
  • Performs other duties as assigned.
Minimum and Preferred Qualifications
Minimum Qualifications:
  • Current Minnesota Class A Journey worker Electrician OR Class A Master Electrician license.
  • Knowledge of the Minnesota Electrical Act; and Minnesota Rules, regulations and standards regarding electrical safety, electrical inspections, and electrical licensing of electricians sufficient to enforce their provisions.
  • Knowledge and application related to electrical theory and the National Electrical Code.
  • Knowledge and understanding of electrical construction and maintenance work including the practical use and application of materials, equipment, and tools.
  • Working know ledge of building and various other construction codes related to electrical installations.
  • Ability to read and understand drawings, specifications, manufacturer's instructions and other technical information related to electrical installations.
  • Ability to inspect the work of others to determine compliance with statutes, rules and codes that are within the authority of the Department.
  • Ability to establish and maintain effective working relationships with abroad base of clientele and DLI personnel.
  • Ability to communicate effectively with individuals with a wide range of backgrounds, who do not share your same culture, ethnicity, language, or other common experiences.
Preferred Qualifications:
  • Minnesota Class A Master Electrician license.
  • Completion of a two (2) year technical college program in electrical construction and/or maintenance; or equivalent training or education.
  • Experience planning and laying out electrical work for licensed contractors or registered employers.
  • Experience enforcing electrical licensing and inspection laws and rules.
  • Experience inspecting electrical wiring for a government inspection authority.

  • Thorough knowledge of electrical installation fundamentals and procedures.
  • Thorough knowledge of standard construction practices and procedures.
  • Thorough knowledge of plans and specifications of standard construction projects.
  • Thorough knowledge of and ability to use Microsoft Office Suite and position specific software applications.
  • Skill in the operation of tools and testing equipment needed to perform inspections.
  • Ability to read and comprehend building plans and specifications.
  • Ability to establish and maintain confidential information, prioritize duties, and work both independently and as a contributing team member.
  • Ability to interpret and enforce laws, codes, and ordinances in a fair and impartial manner.
  • Ability to meet and communicate tactfully and with courtesy yet being firm in the need for compliance.
  • Ability to drive vehicle to and from inspection; ability to climb ladders, scaffolds, and ride lifts as encountered on construction sites.
  • Ability to operate and use office equipment; ability to effectively communicate both verbally and in writing.
  • Ability to establish and maintain effective working relationships with co-workers, supervisors, other departments, contractors, homeowners, architects, engineers, outside agencies, public officials, and the general public.
