The Outage/Maintenance and Labor Relations Manager is a pivotal role within Air Products’ organizations executing maintenance and project related work at our operating facilities. Reporting directly to the NA IG Fleet Asset Director, this role will collaborate closely with the regional Procurement team, the PROS & Project Delivery team executing TAR work as well as the Franchise. The California Labor and Relations Manager plays a vital role in maintaining harmonious labor relations with our external contractors and associated organized labor organizations that provide services on our operating plant sites. This role requires expertise in contractor management, collective bargaining, collective agreements, wage data, California SB740 legislation, industrial craft classifications, facility maintenance requirements, local labor trends, employment laws and TAR execution.
Responsibilities:
- Define and lead APCI’s strategy to partner with contractor organized labor (primarily Building Trade Unions) to chart our future interaction and methods to maintain and improve our operating facilities.
- Develop an APCI structure across the existing organization including roles, accountabilities, and responsibilities to implement APCIs strategy. Then obtain the appropriate and necessary organization buy-in and support.
- Create the relationships to interface with the key resources inside and outside APCI to execute and communicate the developed APCI strategy.
- Create, lead, and facilitate a productive interactive relationship with the various organized labor (primarily Building Trade unions) groups within the State of California and other regions. This relationship shall foster a productive and positive relationship with the various building trade unions to ensure APCI and the Building Trades have an economically positive relationship for APCI.
- Be the point of contact to the Business, Plant Operations, Regional Maintenance, Plant Projects, Turnaround (TAR) Outage Planning and Purchasing organization to resolve questions, field inquiries, provide advice, and guidance on how to comply with the California SB740 law and related regulations.
- Lead and manage the compliance of SB-740 to ensure, prove and formally measure our compliance to the law.
- Develop and maintain an Employee Handbook and training plan and training material to bring new members of the Business, Operations, TAR, Maintenance or Project team up to speed with the latest version of SB-740.
- Own and have a detailed understanding of Air Products approved Project Labor Agreement (PLA) and be able to act as an expert as we interface with internal APCI people, legal counsel, our contractors, our customers, regulatory agencies, and the local and national unions.
- Determine key performance indicators to measure the success of the relationship between our contractors, subcontractors, the union and our APCI departments.
- In support of the APCI strategy, develop and lead strategic relationships with outside contractors to execute the APCI strategy.
- In support of the APCI strategy, foster and maintain relationship with multi-level union leadership. Develop a multi-level relationship plan to affect a successful partnership.
- Provide regular communication on the state of relationships and drive action across the organization to meet organization expectations.

Education and Licensing Requirements
- Bachelors in labor relations or engineering with minimum of 10 years of heavy industrial construction/projects experience with construction trade unions and/or contractors.
- Hold a valid and clean driver's license.

In California, the expected pay range is $142,900 - $187,400 plus bonus. This is the pay range that we reasonably expect to pay for this position. Individual compensation decisions are based on a variety of factors.
