This position is located with the BLM Fire & Aviation Directorate, Div. of Support Services, Site & Facilities Branch, Cache Unit, located at the National Interagency Fire Center (NIFC), in Boise, Idaho. Responsibilities Maintains inventory control for GBK operations in accordance with a well-established supply management plan. Develops, initiates, reviews, and maintains stocking levels in support of emergency incident activity including both standard and non-standard supplies, small engine equipment, medical supplies and devices, kit components and accessories. Monitors outstanding procurements and scheduled delivery dates from time of order to receipt. Plans and determines future supply requirements using a wide range of formulas both simple and complex to determine minimum and maximum stocking levels. Conducts analysis and assessments of storage and physical controls of supplies within the GBK returns and distribution facilities in order to promote sound inventory practices and meet agency requirements and guidelines for inventory control. Uses specialized supply management methods and techniques to assess adherence to safety standards, storage and handling of hazardous material inventory, and to identify and resolve difficult and complex problems of storage and distribution functions. Performs work and coordination of the movement of supplies and equipment in support of wildland fire and other forms of national/international disasters or emergencies. Provides professional and analytical evaluation and decisions that ultimately effect and contribute to a cascading effort involving Federal, State and local government to include National Interagency Support Caches (NISC). Provides oversight of NISC inventories and works with management to determine best means of expediting, forecasting and resolving advanced problems relative to material support. Collaborates with contracting to develop purchasing specifications for current and projected incident support. Conducts annual inventory and periodic cycle counts. Reviews and reconciles inventory data, and provides annual reporting according to set guidelines and procedures. Compiles information for preparing and updating the annual National Fire Equipment System (NFES) Catalog and initiates printing and internet posting actions. Requirements Conditions of Employment Qualifications Specialized Experience: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-07) of the position to be filled. Examples include, but are not limited to, applying supply chain management principles and inventory management techniques, managing activities related to procurement, logistics, and distribution strategies that aim to enhance efficiency and cut costs; ability to communicate effectively with various stakeholders-such as team members, suppliers, and management-both verbally and in writing, ensuring that all interactions are clear and foster mutual understanding; and experience providing insight into your knowledge of the daily operations within a warehouse operation, covering aspects like processing requisitions, maintaining records, and ensuring compliance with relevant regulations and policies. OR Education: Successfully completed a master's or equivalent graduate degree, OR, 2 full years of progressively higher level graduate education leading to such a degree, OR, LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Physical Demands: Work is primarily sedentary. Typically, the incumbent sits at a desk or table with some walking or standing. Items carried typically are light objects and lifting of moderately heavy objects is not normally required. Incumbent may be required to stand on hard surfaces for extended periods of time, and sometimes bends, stoops and works in tiring uncomfortable positions. Incumbent may work extended work hours during peak incident activity. Work Environment: Work environment involves everyday risks and discomforts that require normal safety precautions typical of such places as offices, warehouses, meeting and training rooms, and private or commercial vehicles. Work area is adequately lighted, heated and ventilated. Incumbent is also exposed to the risks inherent in a warehouse environment. May be required to perform work in hot, cold, drafty, or poorly lighted areas. May be exposed to material handling equipment, noise, fumes, dust, and other hazards associated with warehouse operations.
