General Description and Classification Standards
Performs inspections of commercial structures and residential, single-family and two-family detached structures for compliance with applicable codes and ordinances.
Supervision Received
Normally receives guidance regarding overall mission and unusual priorities, etc. but may set work methods, timetables, etc.
Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.
Essential functions may include, but are not limited to the following:
Inspects new, additions and alterations of residential and commercial building construction HVAC systems, including high-rise buildings and large-box development projects for compliance with appropriate codes and ordinances such as mechanical and gas codes. Inspects the quality of materials for approved HVAC installation. Performs plan reviews daily on diagrams, prepared plans and specifications to ensure that they meet established codes and regulations. Conducts maintenance inspections of existing industrial, commercial and residential establishments or structures.
Determines conformance problems, issues notices regarding correction of defective work and performs reinspection's. Issues citations and/or orders to stop work that is in violation of proper codes. Ensures that all work is performed in a safe manner using approved methods. Approves or denies certification of final inspection based on evaluations conducted during site visits when required. Consults with Building Official and State Codes and Standards Division and Department of Public Service when necessary
Confers with architects, contractors, builders and the general public. Explains and interprets requirements and restrictions of adopted codes and ordinances. Receives calls and answers questions about permits and code requirements. Directs inquiries as necessary relating to residential and commercial construction. Retrieve permit information from the computer; verifies legal data including owners, tax records and other data needed to issue permits
Maintains files and reports regarding inspection activities and findings on all active projects. Testifies in court as necessary. Drives to and from destinations as assigned by supervisor. Conducts pre-construction meeting with architects, engineers and contractors to explain code and legal regulations as related to new project construction.
May assist with scheduling appointments and reviewing and approving plans in compliance with applicable mechanical and gas codes and ordinances.

Serves as a technical resource or mentor to other employees. May lead or instruct less experienced workers in high level or technical jobs.
Knowledge, Skills & Abilities This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully. It is not an exhaustive list.
Thorough knowledge of: City of Atlanta Building Code and other related codes, ordinances, laws, regulations and manuals governing HVAC work; safe and proper methods of HVAC systems, installation and repair; proper inspection methods an procedures; legal procedures involved in the enforcement of HVAC systems codes and ordinances; math for the purpose of measuring and computing construction costs; precautionary, safety and fire prevention methods involved in HVAC systems; fundamentals of heating, ventilation and electricity as they relate to HVAC systems; code requirements and inspection methods in other trade areas.
Skill in: inspecting HVAC systems for adherence to regulations, requirements, ordinances and procedures; reading and interpreting HVAC plans, specifications, blue prints, diagrams and technical codes and ordinances; estimating construction costs including materials and labor, and completion schedule.
Ability to: establish and maintain effective working relationships with contractors, workers, supervisors, peers and the general public; read and write reports regarding inspections and permits; maintain accurate and complete records; effectively communicate with individuals and groups, both verbally and in writing; transport oneself to, from and around various work sites; participate in training to update HVAC knowledge and expertise; interpret safety rules and apply them to various hazardous situations; use a computer to maintain inspection records and write reports; inspect inside and outside of buildings.
Communicate clearly and concisely verbally and in writing; exercise initiative making recommendations to management; communicate effectively with individuals from various socioeconomic, ethnic and culturally diverse backgrounds; establish and maintain effective and positive working relationships with those contacted in the course of work; work independently and organize and prioritize work.
Proficiency in safely operating office equipment including computers.
Qualifications
Minimum Qualifications - Education and Experience
High school diploma or GED. Five (5) years of work experience with HVAC systems as a contractor or journeyman (in residential, commercial, and/or industrial structures) is required (or equivalent combination of experience and training).
Must have a minimum of one of the following certifications:
Must have an ICC Mechanical inspector certification or a State Conditioned Air Contractor license from the State Construction Industry Licensing Board.
Preferred Education & Experience
Associate degree or a two-year equivalent technical degree in architecture or mechanical engineering and 5-8 years of related experience; or vocational training in topics such as mechanical engineering, heating ventilation and air conditioning systems, conditioned air systems, gas piping systems, architectural drawing, mechanical systems, building codes and carpentry; continuing education is desirable. Ten years of related work experience is preferred (equivalent professional experience may be considered for substitution for the required degree on an exception basis).
Licensures and Certifications
Position would be expected to have licensure or professional certifications appropriate to the position.
Required: Valid Georgia driver's license
Required: Must have an ICC Mechanical Inspector certification or State of Georgia Unrestricted Heating and Air License
