THE CITY OF CLEARWATER IS AN EQUAL OPPORTUNITY EMPLOYER Position Description ENTRY SALARY: $55,240.58 POSITION OPEN UNTIL FILLED Under general direction, the Industrial Pretreatment Inspector monitors, inspects, and regulates commercial and industrial companies that discharge to the sewer system. Facilitate proper functioning of the collection system, prevent sanitary sewer overflows, prevent pass through and interference at the wastewater treatment plants, and ensure compliance with NPDES permits.
Duties and Responsibilities - Regulates, monitors, inspects, and provides technical direction and assistance for the Industrial Pretreatment and Grease Management programs; inspects businesses for compliance with the laws associated with IPP or IPP drafted permits; communicates IPP requirements.
- Performs field analysis, monitoring, and sample collection for the Industrial Pretreatment Program; conducts various in-field chemical measurements to determine in-situ pH, specific conductivity, and similar field parameters.
- Enters and inputs data into databases for the proper reporting of activities; maintains paper and electronic files; drafts and sends warnings, compliance letters, and notices of violation; provides follow up and direction.
- Interprets, applies, and assists in the understanding of the Florida Administrative Code, Florida Building Code, City of Clearwater Code of Ordinances, and other laws and regulations.
- Assists the Division's Coordinator with the preparation of the annual Florida Department Environmental Protection pretreatment audit report.
- Responds to and provides assistance and inspection for sanitary sewer overflows by sampling and maintaining the associates paper and electronic files; performs work on call and handles problems or issues at various times throughout the day.
- Calibrates and maintains meters and other equipment that measure different chemical parameters; program, repair, and maintain automatic samplers and other equipment.
- Engages and communicates with various individuals regarding food preparation at special events occurring on City property; communicates and explains grease prevention program and ensures all regulations associated with food prep and disposal are followed.
- Assists the department supervisor with permitting, budgeting, and software activities; supports and participates in various scheduling, inventory management, and other pretreatment related issues; maintains accurate inventory of operational supplies, assists in gathering bids, and procures supplies when needed.
- Researches and works on long-term projects and plans; assists in the development of new policies and protocols for pretreatment activities and programs; attends training to maintain certifications and safety protocols.
- Performs other duties as assigned.
Minimum Qualifications Licenses, Certifications, and Equipment: - A valid State driver's license is required.
- Florida Industrial Pretreatment Association (FIPA) Level C Certification or ability to obtain it within one year of hire date.
This position is required to operate the below equipment, machines, tools, and other work aides:
Vehicles, safety equipment, water & cleaning chemicals, samplers, portable & handheld water analytical equipment, hand tools, bars & levers, shovels, laboratory equipment, computers, desktop & mobile phones, and other equipment as assigned.
Additional Comments : Manhole covers are routinely pried open and removed - replace after end of task. Normal or correctable vision and color vision necessary for inspections, dye test, and detecting color change of dependent analysis. Must have the ability to effectively interact with customers and general public.
Education and Experience: Associate's Degree in Wastewater Technology, Chemistry, Biology, or a related field AND four (4) years of experience in the industrial pretreatment, environmental, or wastewater field or laboratory work, preferably involving public contact or interaction;
OR 2 years of experience in the industrial pretreatment, environmental, or wastewater field or laboratory work and (3) years of progressive code enforcement experience;
OR an equivalent combination of education, training, and experience may be considered.

- State and Federal pretreatment regulations, standard methods, tools, and equipment used in wastewater collection, wastewater treatment and transmissions systems
- Standard field, laboratory, and office procedures in using chemicals and sampling, testing, and monitoring wastewater quality
- Operation of wastewater treatment recovered water systems, and residuals management and disposal activities
- OSHA rules and regulations for wastewater collection systems and wastewater treatment plant operations
- Principles, practices, and techniques of chemistry and biology
