Summary The primary purpose of this position to advise and assist the geographic combatant commander in developing Personnel Recovery (PR) programs and plans, implementing DoD policy for PR and executing the COCOM and JFACC's intent and guidance in a DoD environment. Acts as Deputy Chief Personnel Recovery Coordination Cell (PRCC) /Deputy Director, Joint Personnel Recovery Center (JPRC) in support of the C/JFACC mission for the CDR UPACOM. Serves as Command's staff representative and PR Subject Matter Expert Prepares and deliver's written and oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperations, resolve controversial matters, and convey information relative to proposed changes in operations. Additionally successful completion of the Joint Personnel Recovery Agency (JPRA) Personnel Recovery course PR 301 and PR 241 is required In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions, Management and Program Analysis Series 0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Expert knowledge of PR/SAR operations plus a thorough understanding on the interrelationship involved in the DoD PR system. Comprehensive knowledge of the range of PR policies, joint doctrine, regulations, instructions, and precedents applicable to personnel recovery and search and rescue. In-depth knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments. Expert Knowlege of relationships with other programs and key administrative support functions withing the 613th AOC PRCC, JPRC, 13AF, PACAF, USPACOM, DoD, and USCG, is critical to conducting effective, rescue operations in direct support of exercises, contingency operations, and other vital national objectives. This may include evaluating the content of new or modified legislation of for projected impact upon the agency's programs or resources. Expert knowledge of advanced management and organizational principles and practices along with comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and processes, and thorough knowledge of the military command's facilities planning, acquisition, and management process to prepare long-range (5-year) and short-range planning guidance in accordance with broad agency program policies and objectives. Expert knowledge of military and governmental command structure, missions, programs, and organizational relationships plus a thorough knowledge of quantitative and qualitative methods and techniques to develop staffing standards covering complex program functions or missions, e.g. management of agency research operations, or staffing requirements for new or substantially altered training or operational missions and programs. Studies and analyses are of such scope that they frequently require a team effort. Projects typically involve development of new approaches to identifying meaningful workload factors and performance quality level and determining accurate measurement techniques. Knowlege of data base management and ability define data needs, identify software shortfalls, and recommend software changes to optimize functional capabilities and interfaces of current deployment planning computer software. Comprehensive knowledge of all operational planning requirements which allows for precise managerial control of personnel recovery operations. In-depth knowledge of DOD, USAF, and command regulations, policies, and precedents which affect the use of program and related support resources for personnel recovery operations and military exercise planning. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of qualitative methods and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as rescue, mission and flight operations, tactical airlift, deployment mobilization, exercise, flying training systems both manned and unmanned, rescue, foreign military sales, PPBS, acquisition, special operations, or similar operations. 2. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational evens and milestones, and methods of evaluation the effectiveness of planning actions related to actual events, and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Extensive current knowledge PR/SAR programs and objectives, state-of-the art computer search planning programs, and advanced search theory and application. 3. Proficient and skilled in using various DoD unique computer-based software programs such as Combat Survivor Evader Locator, Joint Automated Deep Operations Coordination System (JADOCS), Falcon view, Command & Control Personal Computer (C2PC), Defense Connect Online (DCO) (or other collaborative tool), Theatre Battle Management Core System (TBMCS), Execution Status &Monitoring (ESTAT), Personnel Recovery Mission Software, Blue Force Tracker, AMHS and Defense Travel System (DTS). 4. In-depth knowledge of understanding of following PR related documents, Chairman of the Joint Chiefs of Staff Instruction (CJCSI) Department of Defense Directives (DoDD's), Department of Defense Instructions (DoDI's), Joint Publication 3-50, USPCOM Instructions, Aire Force Doctrine Document (AFDD's) and Air Force Instructions (AFI's) and international and National SAR publications (OPLANS, JAOP, theatre entry requirements). 5. Skill in designing and conducting comprehensive studies, and preparing solution to especially broad, important, and severe military operational and contingency areas. 6. Ability to plan, organized, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively, both orally and in writing negotiates complex issues, maintains good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
