Job Description

Contract Health Care Workers (HCWs) shall perform essentially the same services as those required by any Army or Government service HCW of similar experience and in similar duty assignments. Therefore, while specific tasks are outlined as listed below, responsibilities include but are not necessarily inclusive of tasks in which the HCW shall provide. All services shall be performed in accordance with established principles, practices, and ethics of the medical, and specialty professions/organizations. The standards of performance for all HCW provided by contractor shall reflect the degree of care, skill, and learning expected of a reasonably prudent Anesthesiologist.

Required Qualifications:

n

Degree: Doctor of Medicine (M.D.) or Doctor of Osteopathy (D.O.).

n

Education: Graduate from an accredited medical school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education and the Accreditation Council for Graduate Medical Education (ACGME) at the time the degree was obtained (e.g. Royal College of Physicians and Surgeons of Canada (RCPSC), College of Family Physicians of Canada (CFPC). A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge substantially equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

Board Certification: Be board certified by the American Board of Anesthesiologists (ABA).

n

Internship/Residency: Successful completion of an internship and residency program which has been approved by the Accreditation Council for Graduate Medical Education or the Committee on Postdoctoral Training of the American Osteopathic Association. Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathy degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting (i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training). For purposes of this requirement, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada.

Certifications in addition to Basic Life Support: Pediatric Advanced Life Support (PALS) and Advanced Cardiac Life Support(ACLS). HCWs workers shall maintain current certifications in BLS, PALS and ACLS from the American Heart Association (AHA) or the American Red Cross. Web-based (on-line) classes are not accepted.

Licensure/Registration: Be currently licensed in the State of Texas and be able to obtain clinical privileges to practice medicine with the applicable MTF Credentials Committee.

n

Drug Enforcement Agency(DEA) Registration: Requirements for(active) DEA registration numbers are required for Anesthesiologists.

n

Legal Authorization to Work in the United States: HCWs performing under this contract must be a U.S. Citizen or: as defined by the Department of Homeland Security, U.S. Citizenship and Immigration Services, either a noncitizen national of the United States, lawful permanent resident of the United States, or alien authorized to work in the United States.

n

Clinical Competency: Shall be required to demonstrate clinical competency within the past two years in the required clinical discipline as specified in this PWS.

n

Experience:

n

·HCWs shall have a minimum experience of five (5) years within the last 10 years working as an Anesthesiologist. HCWs shall have sufficient experience and ability to manage a full range of anesthesia to include cardiac, thoracic, vascular, burn, neuro, and pain management. HCWs shall have a minimum experience of five (5) years in managing cardiac, pediatric, critical care and trauma patients (Level I). HCWs shall have a minimum experience of four (4)years with direct involvement in anesthesia residency education, with experience as a resident mentor, core faculty member, or assistant/ anesthesia program director.

n

·Must be knowledgeable of clinical and administrative theories, principles, practices, and procedures underlying nursing practice; a wide range of medical is orders/conditions.

n

Job Responsibilities:

n

·The duties for the HCW are as follows: HCWs providing services under this contract shall perform the same clinical duties as those required of any Military or Government Civil Service physician of similar experience that is assigned to the same unit within the MTF.

n

·The quality of service shall meet or exceed reasonable standards of professional practice as determined by the same authority that governs physician services in the same discipline.

n

·Contract physicians shall perform within the scope of clinical privileges granted by the MTF and the overall demand for physician services.

n

·Productivity is expected to be comparable to that of other providers with the same scope of practice.

n

·Work load will be scheduled by the treatment facility.

n

·Case load includes scheduled and unscheduled requirements for care.

n

·Any cancellation of patient schedules requires approval of the associated Department Chief.

n

·HCWs shall have sufficient training/experience to be able to perform the required duties which include, but not limited to the following: Performing a full range of Anesthesia to including cardiac, thoracic, vascular, burn, neuro and pain management.

n

Hours of Performance: The performance hours of the MTF are as follows: Contract Health Care Workers (HCWs) shall be available to provide services Sunday through Saturday from 0001 to 2400daily (i.e., 24 hours per day, 7 days per week) by the established schedule, which may include weekdays, weekends, federal holidays, training holidays, or other planned/unplanned closures.

n

Contract HCWs should anticipate working an average of 1-2 weekends per month. All contract HCWs must also work a minimum of five (5) shifts per month to maintain system access, which is required to provide patient care.

n

· Scheduling: The schedule or scheduling process is as follows: The associated Department shall establish a schedule for HCWs to perform services on various shifts. Each shift shall include 30-60 minutes for lunch, which may vary depending on the section and/or specific shift assigned. In order to maintain access to systems, no contract personnel shall work less than five (5) shifts per month. Contract personnel shall not provide services at another institution within eight (8) hours of their scheduled shift.

n

· Schedule Management for Non-Personal Services: Hours of service and roster submission requirements are as follows: The Contractor shall provide Anesthesia Services for 1,920 hours per year (average 160 hours per month) per FTE, Sunday through Saturday from 0001 to 2400 (i.e., 24 hours per day, seven days per week) to include weekdays, federal/training holidays, and weekends.

· Call-Back Hours: HCWs will be required to report in-person to the MTF during on-call hours if needed. The number of call-back hours and timeframe is as follows: Call-back is 1600-0700 hours on weekdays, and from 1600 hours Friday until 0700 Monday (subject to change). The provider shall respond by telephone within 10 minutes after receipt of telephone or pager notification. The in-house staff Anesthesiologist on-duty is responsible for determining whether the on-call Anesthesiologist needs to report for duty. The Call-Back scheduling process shall be created and managed by the Department.

· On-Call Hours: On-Call requirements for each labor category are as follows: Based upon need, the Department will schedule HCWs for On-Call/Pager services on weekdays, weekends, and federal/training holidays. HCWs will be scheduled for On-Call services an average of 2-4 times per month. The On-Call scheduling process shall be created and managed by the Department.

· Overage Hours: Overage hours for each labor category areas follows: For services provided on-site (including Call-Back), the number of service hours provided in excess of 40 by an individual HCW within a single work week (Sunday through Saturday).
