OF LOUISIANA STATE GOVERNMENT (State Employee)
This position may be filled as:
  • DETAIL : The selected employee may be required to serve a trial detail prior to being permanently promoted.
  • PROBATIONAL APPOINTMENT : Current permanent status classified State employees may be required to accept a probational appointment, if selected.
  • TEMPORARY JOB APPOINTMENT : This position may be filled by temporary job appointment. If filled as a temporary job appointment, should a permanent position become available, the employee may be converted to a probational appointment.
This position has a Special Entrance Rate of $54.87 per hour.
'Premium Pay' paid in addition to regular pay for qualifying conditions:

There is Premium Pay at a rate of $5.00 per hour for each hour worked, in addition to regular pay.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Possession of an active, unencumbered, unrestricted and valid Louisiana registered nurse license to practice professional nursing or a multi-state license issued by a Nursing Licensure Compact (NLC/eNLC) state plus an active, valid Louisiana Advanced Practice Registered Nurse (APRN) license or temporary permit.
NOTE:
The temporary APRN permit allows an APRN applicant to work in a limited capacity for up to 120 days while awaiting review for full APRN licensure by the nursing board. An APRN applicant cannot medically diagnose or medically manage patients until they are licensed and have prescriptive authority. If the APRN license is not received within the 120 day period and the permit expires, the employee must be removed from the position.
NOTE:
Certification will be verified by the Louisiana State Board of Nursing prior to granting licensure.

Responsible for performing the full scope of nursing practice involving a high level of autonomy and independent practice.
Plans, implements, and evaluates nursing care consistent with medical treatment and care in collaboration with a physician.
Evaluates, plans, implements, and re-evaluates nursing care of individuals requiring emergency nursing measures.
Performs comprehensive physical examinations, secures health histories, performs or orders laboratory tests and conducts other appropriate procedure to assess the health status of patients or clients.
Provides direct nursing care and/or directs professional, technical and paraprofessional nursing staff in management of selected patients with emphasis on high risk difficult-to-manage cases, ex: suicidal children, adolescents and adult patients; highly combative, non compliant cases; adolescent obstetric patients with medical complications; childhood and brittle (unstable) diabetic cases; multi-system failure cases; patients dealing with dying, terminal illness, etc.
Advises patient, family members and others regarding various health problems, prescribed treatments, and use of drugs.
Provides continuity of an individualized health care program for clients by referring to or collaborating with physicians and other members of the health care team.
Develops and recommends practice standards which pertain to assigned programs; evaluates care outcomes and suggests strategies to improve program delivery.
Creates and maintains accurate records, appropriate legal documents and other reports of client care consistent with the law.
Collaborates with the medical and nursing administrators to plan, implement and evaluate programs to assure competent and effective clinical practice that advance programmatic goals, and that strengthen the systems that support the quality of patient care.
Serves as researcher in creating and testing methods of nursing in the area of specialization (ex: Psychiatric mental health, pediatrics, maternal and child health, adult health, community (public) health, gerontology, etc.) with emphasis on the overall effectiveness of the methods. Counsels groups of families and/or staff members after crisis situations or in the care of highly contagious disease, ex: AIDS patients, etc.
Assist in developing departmental educational programs based upon standards of practice; conducts formal and informal classes and experiences for staff to support and promote the patient care programs.
PUBLIC HEALTH OPTION:
Provides advanced primary or preventive health care for individuals, families or communities at an advanced or expert clinician level; assesses individual health, analyzes data to determine health and nursing care needed, plans a strategy to meet identified health care needs, evaluates responses to intervention and makes changes in care or treatment as needed; identifies and allocates public health care resources or coordinates and evaluates other health resources necessary to meet individual or group needs at the most appropriate level.
Reviews and analyzes laboratory tests and other diagnostic data; determines diagnoses; prescribes pharmaceuticals according to the collaborative agreement; develops goals and strategies for meeting individual health care needs; consults with physicians or other providers as needed.
Provides advanced professional expertise and technical assistance to nurses and ancillary staff in implementing health care strategies and providing for individualized care and treatment within the area of specialization and certification, such as pediatrics, obstetrics-gynecology, family planning or tuberculosis; participates in quality assurance activities related to health care services provided by licensed and non-licensed health care members.
Identifies health care needs within the community and makes recommendations to provide comprehensive health care to clients; provides education and training to members of the community and the health care team regarding health care needs.
Participates in and instructs nurses and paraprofessional staff on population-based issues that may impact the health of the statewide community-at-large.
Supervises, educates, and provides professional nursing care in response to emergency situations in the community and statewide. Responds to emergencies and public health/bioterrorist threats on a 24-hour basis.
