Why does the job exist? The Data Analyst I will:
- Collect, clean, maintain, and analyze data from limited or defined data sets;
- Prepare data driven reports specific to program/divisional needs.
How does it get done? The Data Analyst I is responsible for:
- Collaborating with stakeholders to identify objectives and goals of analysis;
- Coordinating and prioritizing analytic projects;
- Managing and executing projects within targeted timelines and managing customers¿ expectations through effective communication and prompt escalation of any barriers to completing requests timely and accurately;
- Leading the development of digital and social media communication strategies that boost engagement, elevates the Health Care Authority (HCA) brand, magnifies positive outcomes, and safeguards the organization's reputation;
- Interpreting results of quantitative models, identifying trends, and issues to support agency objectives;
- Defining and maintaining standard measures/processes for use by other analysts to manage analytic foundation, improve performance, and facilitate repeatability and reproducibility;
- Following established processes to ensure data integrity and security for data used;
- Following established processes to effectively validate analysis ensuring integrity of deliverables.
Who are the customers? - The Health Care Authority (HCA), Income Support Division (ISD) staff and managers;
- State and Federal agencies.
Ideal Candidate The Ideal Candidate has:
- The ability to support leadership to meet the agency¿s goals through conducting data needs assessments to attain actionable mission-driven results.;
- Extensive research skills;
- Experience in manage and maintain agency-related data sets of varying sizes using a variety of standard analysis tools such as Excel, Access, SQL, Power BI, R and ArcGIS, and/or other programming tools such as SAS or Python;
- The ability to ensure consistency and integrity of data.
- The ability to Interpret data, including statistical values, may provide advice and consultation regarding implications and/or make recommendations for adjustments.
Minimum Qualification Bachelor's degree from an accredited college or university in Business or Public Administration, Accounting, Finance, Economics, or other related field with four (4) years of experience directly related to position at time of posting or related professional certification as determined by the hiring agency. Any combination of education from an accredited college or university in a related field andor direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.
Employment Requirements Must possess and maintain a valid Driver's License.
Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
