Job Description:
ECS is seeking a qualified Senior Business Analyst to support transformative science and technology solutions for the Department of Energy.
Responsibilities may include the following:
- Facilitate joint application design (JAD) sessions with IT and business stakeholders to document requirements for new IT systems and solutions.
- Collaborate with IT delivery partners to understand the existing IT landscape and identify opportunities to streamline business and system processes.
- Develop architectural diagrams that depict current and future state systems.
- Develop ad-hoc presentation materials to support discussions with technical and non-technical subject matter experts to build consensus and address outstanding risk and issues.
- Perform requirement and comparative analyses to identify potential process gaps.
- Facilitate agile ceremonies such as daily scrum, release/sprint planning, sprint review, and sprint retrospective sessions.
- Develop and maintain Jira boards to provide program leadership and team members with visibility into completed and outstanding work.
The Senior Business Analyst will assist in applying common best practices for the industry to the customer using a knowledge base to create conceptual business models and to identify relevant issues and considerations in selecting application software packages. Assess the operational and functional baseline of an organization and its organizational components and help to define the direction and strategy for an engagement while ensuring the organizational needs are being addressed. Typical areas addressed include Human Resources, Finance, Supply, and operations. Identify information technology inadequacies and/or deficiencies that affect the functional area's ability to support/meet organizational goals. Generate functional area strategies for enhanced IT operations in a cross-functional area mode throughout the organization. Participate in account strategy sessions, strategic assessments, and design reviews to validate enterprise approach and associated work products, such as ERP implementations coordinating the resolution of highly complex problems and tasks.
Required Skills: - Master's Degree in information technology or business-related AND four years of related work experience.

- Bachelor's Degree in information technology or business-related AND six years of related work experience.
OR
- Ten years of related work experience
- Must be eligible to obtain and maintain a Top Secret or DOE Q clearance throughout the life of the contract.
- Must be a US Citizen per contract.
- Must currently live in Pittsburgh, PA or willing to relocate.
- Ability to work independently and as part of a team.
- Minimum 10 years experience, of which at least 6 years must be specialized. Specialized experience includes functional experience with the specific requirements of a task order or developing functional requirements for complex integrated IT systems.
- Experience in systems analysis and design of information systems programs and related business processes (SDLC).
- Experience gathering end user requirements and understanding business needs to implement a streamlined customer experience solution.
- Excellent communication skills, both written and verbal.
- Document and analyze business and functional requirements so that they may be accurately translated into process maps and technical system requirements.
- Develop comprehensive documentation that meets organizational standards, to include but not limited to basic system architectural diagrams, concepts of operations, monthly status reports.
- Create high-level briefings and communications materials for customers, management, and executive stakeholders.
- Independently gather information from subject matter experts to develop, organize, and write procedure manuals, technical specifications, and process documentation.
- Develop and maintain detailed records of appropriate reference materials.
- Research, outline, write, and edit new and existing content, working closely with various team members to understand project requirements.
Desired Skills: - Active Top Secret or DOE Q Clearance with the ability to maintain clearance throughout the life of the contract.
- Two or more years experience supporting US Government customers.
- Project Management Professional certification.
- Experience supporting complex government and programs of a research and development nature.
