Job Description

The Sr. Grants and Contracts Analyst will be responsible for managing sponsored funds, with over 80% of the role focused on post-award functions. These functions include proposal preparation, submission, budget development, account maintenance and oversight, billing/invoicing, reporting, compliance, and closeout. The analyst will handle a range of grants and contracts, from simple to highly complex, ensuring efficient and effective management of sponsored funding.


Local candidates to Greater Baltimore area preferred, open to remote candidates on EST time zone.


Key Responsibilities:

  • Provide comprehensive professional administrative guidance on protocols, regulations, and guidelines to Principal Investigators (PIs) and other scientific/research professionals, both internally and with external research/administrative professionals.
  • Serve as a mentor and provide learning support to Grants & Contracts Analysts, Specialists, and Coordinators within the department.
  • Independently manage a variety of complex grants and contracts, primarily those associated with USAID. This includes handling detailed budgets, multiple projects, and subawards. This experience is highly recommended for an ideal candidate.
  • Assist Analysts with subawards from other institutions on their federal pass-through grants.
  • Work with management on non-sponsored funds, including general funds and gifts, as needed.
  • Act as the final point of contact with departmental faculty and/or budgetary staff, as well as the Office of Research Administration, for the planning and development of application submissions to various federal offices, private agencies/foundations, and commercial companies.
  • Review all sponsored project proposals for assigned faculty to ensure accuracy, content, and adherence to all relevant guidelines before submission.
  • Prepare proposal budgets for Principal Investigator review and provide support related to grant application procedures.
  • Serve as a liaison between research units, central offices, and funding agencies.
  • Review and provide groundwork for subcontract negotiations, ensuring compliance with grant and contract management guidelines.
  • Manage grant submissions, ensuring timeliness and accuracy, and maintain regular updates and communications related to current grants and contracts.
  • Oversee and manage post-award processes, including award setup, account verification, effort reporting, and cost transfers.
  • Direct all aspects of complex award management activities, including monitoring and managing accounts, audits, evaluations, and reporting.
  • Provide information and assistance required to complete contract and grant closeouts.
  • Reconcile monthly financial statements for assigned accounts and monitor fund expenditures to ensure compliance with award guidelines.
  • Develop annual work plan budgets and expenditure tracking tools in collaboration with program teams.
  • Assist with procurement, subaward processes, subrecipient monitoring, and ensure compliance with sponsor and institutional guidelines.
  • Provide field support activities, including rent payments for field staff and coordination of field workshops.
  • Ensure compliance with effort reporting requirements and monitor cost-share obligations if applicable.


Minimum Qualifications:

  • Bachelor’s degree required, preferably in finance, accounting, or a related field, or 2+ years of related experience in grants, budgets, procurement, accounting, business operations, human resources, or cost analysis.


Preferred Qualifications:

  • Knowledge of accounting and budgeting theory and practices.
  • Ability to make independent judgments and act on decisions daily.
  • Ability to manage multiple tasks simultaneously and meet concurrent deadlines.
  • Knowledge of Federal guidelines/procedures for grants and contracts.


Budget Authority:

  • Manage a budget of $10M-$15M.
