Position Description


?We are seeking a seasoned Strategic Communications and Organizational Change Management Consultant to support federal government initiatives. The ideal candidate will bring expertise in designing and implementing tailored communication strategies, driving organizational change, and facilitating seamless engagement across multiple stakeholder groups. Experience working with data organizations is a strong plus. The consultant must be proactive, adaptable to emerging needs, and skilled at guiding clients through planning and execution while addressing diverse audiences with varying levels of subject-matter familiarity. This role will have a hybrid schedule of 3 days per week onsite at the US Coast Guard Headquarters in Washington, DC.


Responsibilities


Strategic Communications Planning

  • Develop, implement, and monitor comprehensive communication plans aligned with federal client goals and priorities.
  • Create clear, targeted messaging for technical and non-technical audiences to ensure alignment across organizational levels.
  • Collaborate with leadership to refine communication objectives and success metrics.


Organizational Change Management (OCM)

  • Guide clients through change initiatives by applying proven OCM frameworks (e.g., ADKAR, Kotter).
  • Develop stakeholder analyses, readiness assessments, and tailored communication strategies to address resistance and foster adoption.
  • Support organizational transitions, ensuring messaging aligns with mission-critical priorities.


Client Engagement and Advisory

  • Act as a trusted advisor to federal clients, providing strategic guidance on emerging communication needs.
  • Facilitate planning discussions, workshops, and stakeholder briefings to align communication efforts with organizational goals.
  • Translate complex subject matter into audience-appropriate formats for leaders, employees, and external stakeholders.


Responsive Execution

  • Deliver timely and flexible support to evolving client needs while maintaining quality and strategic alignment.
  • Create materials, including talking points, presentations, newsletters, and other deliverables, to promote transparency and organizational understanding.


Data and Analytics Communications (Preferred)

  • Collaborate with data teams to distill complex data concepts into digestible insights for non-technical stakeholders.
  • Develop messaging that highlights the value and impact of data initiatives within broader organizational strategies.


Requirements


Experience: 7-10 years in strategic communications and organizational change management, preferably supporting federal government initiatives.


Education: Bachelor’s degree in Communications, Public Relations, Organizational Development, or a related field. Master’s degree is a plus.


Skills:

  • Strong experience in communication strategy development and execution.
  • Ability to drive change management initiatives and address resistance effectively.
  • Excellent written and verbal communication skills, with an ability to adapt messaging, writing, blog posts, memos and articles, and messaging for technical and non-technical audiences.
  • Ability to idea, create, and implement creative problem solving, big picture viewpoints, and tactical tools (flyers, infographics, briefs).
  • Collaborative mindset with the ability to advise and work effectively across client teams.
  • Ability to synthesize complex topics into clear, actionable communications.


Technical Knowledge: Familiarity with data organizations or analytics communications is a strong plus. Knowledge of LinkedIn a plus.


Other Requirements:

  • Must be able to work onsite at the USCG Headquarters in Washington, DC
  • US Citizenship Required
  • Must be able to obtain a Public Trust
